- Sources Sought notice for PM-Abrams Contract Services The U.S. Army Contracting Command - New Jersey, Emerging Technologies Contracting Center (ACC-NJ, ET) and the U.S. Army Armament Research, Development & Engineering Command (ARDEC), Benet Laboratories are interested in conducting market research to identify potential sources to provide the following support services for Program Manager Abrams (PM Abrams): - Engineering services related to hydraulic motor qualification - Program management/cost analysis - Logistics These services are in direct support of the Abrams tank turret hydraulic motor qualification to the revised motor specification 10237-3111 Rev J, available upon request. The objective of this task is to contract for personnel, materials, facilities and services required to fabricate, test and support the validation of these motors. The contractor shall deliver and certify that the products comply with the requirements of revised motor specification 10237-3111 Rev J. A complete performance specification is available upon request which describes the functions, limits, weight limits, and compatibility based on the Abrams Tank Turret and Hydraulic Motor requirements. Engineering services support should include but not be limited to the following experience areas: engineering testing, mechanical and systems engineering, hydraulic motor and systems, quality assurance and environmental compliance. Program Management support consists of experience in the following areas: supplier and data management, integrated product team formation, management of subcontractor compliance (if applicable), program scheduling and risk management. Cost Analysis support consists of experience in Department of the Army cost analysis techniques, regulations, and documentation. Experience should be directly related to execution of programs and funding requirements of major systems or programs. Logistics support consists of respondents being capable of doing logistics engineering to include procurement, shipping and storage of hydraulic motors from multiple suppliers. Interested sources should provide a brief description of information relative to knowledge/abilities to provide the technical support sought, and provide a point of contact for questions. All interested offerors are encouraged to submit their capabilities/qualification data electronically to Mr. Giuseppe Tropiano via email at giuseppe.tropiano.civ@mail.mil. The Government will also accept any written questions via the aforementioned email address. All responsible interested sources shall submit their capabilities/qualification data and pertinent information no later than 4:30PM Eastern Time on Friday, October 19, 2012.
