- The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to issue a Delivery Order (DO) under Basic Ordering Agreement (BOA) N00421-10-G-0001 with Sierra Nevada Corporation (SNC) located at 444 Salomon Circle, Sparks, NV 89434 CO develop a replacement for the Radar T/O Processor (RIOP) and Quad-C40 (QC40) circuit cards as part of the Block III Receiver Upgrade Field Change. As part of this effort an Analysis of Alternatives (AOA) was created for the RIOP and QC4 (that defined an approach that eliminated AN/SPN-46(V) units 8, 11, and 13 and relocated their functionality to AN/SPN-46(V) units 17 and 18. This approach was approved by the Government and a design established. The Contractor shall include this design in the Environmental and EMI/EMC Testing required for the Block III Receiver Field Change. The Contractor shall develop Environmental and EMI/EMC Test Procedures for testing the total Block Ill Receiver Field Change that now includes the changes required by the elimination of units 8, 11, and 13. This requires the inclusion of units 17 and 18 configured with EGI/ ECP SPN46-033, and AN/SPN-46 to JPALS interface ECP SPN46-053. These units shall be provided by the Government in the proper configuration. The contractor shall perform the environmental and EMI/EMC tests after Government approval of the procedures, provide technical assistance to correct failures if they occur, and deliver a report of test results. The report shall contain a description of all problems encountered and the modifications made to correct them. THIS IS NOT A REQUEST FOR PROPOSAL. However, interested parties may submit a capability statement via email to kelli.holmes@navy.mil. Capability statements are limited to ten (10) pages. All capability statements received in response to this notice must be received by 5:00pm, 5 October 2012, and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. DFARS 252.204-7004 Alt A "System for Award Management" (SAM) applies to all solicitations. Lack of registration in SAM and merit of the information submitted in response to this notice. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make and adequate technical assessment of the proposal. The Government reserves the right to process this procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
