- Solicitation N00421-12-T-0647 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase request on a full and open competitive basis, under the authority of FAR Part 12and FAR Part 13. Request is set-aside for Total Small Business under the authority of FAR Part 52.219-6. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov BUILDING 1691 AIR COMPRESSOR/DRYER SYSTEM TECHNICAL STATEMENT OF WORK SCOPE The vendor shall provide one (1) turnkey air compressor/dryer system and associated items as defined below for use in the US Navy environmental test facility at NAS Patuxent River. BACKGROUND The Naval Air Warfare Center - Aircraft Division (NAWCAD) at Patuxent River, Maryland is expanding the current laboratory capabilities in a new, to be constructed facility adjacent to building 1461 that will include equipment to perform blowing sand and dust testing as well as HALT (Highly Accelerated Life Testing) on various government components/systems. These new test facilities require compressed air to operate the test equipment. Therefore, the new lab facility must be equipped with an air compressor/dryer system capable of operating the test equipment efficiently as well as having additional capacity to provide shop air for general purpose use (air tools, etc). REQUIREMENTS Overall System Size The entire system (components defined in CLIN 0001 thru CLIN 0004) must fit in the following space: 15' Long x 8' Wide x 12' Tall CLIN 0001 - Air Compressor The air compressor system shall meet or exceed the following requirements: 1. For efficiency, the system shall be comprised of multiple compressors that can be staged on/off automatically with microprocessor control as demand increases/decreases. a. The compressor controller shall distribute the working hours across the compressors evenly 2. Air flow: 280 ACFM @ 100 PSI Minimum post dryer system a. Compressor system output must be continuously variable from essentially 0 ACFM up to a maximum of 280 ACFM (post dryer purge) without risk of introducing more than 0.1 mg of oil (including vapor) per cubic meter of compressed air 3. Compressor Cooling: Air Cooled 4. Lubrication (if required): Synthetic Oil 5. Electrical Requirements: 460 VAC / 3 Phase / 60 Hz 6. Digital Controller & Display Screen w/Electronic Controls 7. UL Listed Electrical Controls 8. Warning and Shutdown Annunciation Lights 9. All exposed components to be painted/coated to withstand an industrial lab environment CLIN 0002 - Filtering Requirements 1. Filter Requirements: Conform to Class 2 of ISO 8573.1 Compressed Air Quality a. Solid Particle: 0.1-0.5 micron - 100,000 maximum allowable per m³ b. Solid Particle: 0.5-1.0 micron - 10 maximum allowable per m³ c. Oil (Including Vapor): 0.1 mg/m³ 2. Oil Water Separator Required CLIN 0003 - Air Dryer System The compressor system shall be equipped with a heated desiccant style air dryer system that shall meet or exceed the following requirements. 1. Sized appropriately to the compressor airflow of ~300 ACFM 2. Compressed Air Dewpoint Requirement: -40 °C 3. Digital Controller w/Electronic Controls 4. Remote Alarm 5. Suction Pressure Gauge 6. Compressor On Indicator 7. Power On Indicator 8. High Temperature Indicator 9. Chiller Display Temperature 10. Desiccant Status Indicator 11. Timed Solenoid Drain 12. All exposed components to be painted/coated to withstand an industrial lab environment CLIN 0004 - Vertical Holding Tank The system shall be equipped with a vertically oriented compressed air holding tank that shall meet or exceed the following requirements: 1. 500 Gallon Minimum Capacity 2. ASME Coded Pressure Vessel Rated at 165+ PSIG Working Pressure 3. Pressure Gauge 4. ASME Coded Pressure Relief Valve 5. Shut Off Valve to Isolate Vertical Holding Tank 6. Drain Valve 7. Appropriately sized NPT Air Connections 8. All exposed components to be painted/coated to withstand an industrial lab environment CLIN 0005 - Spare Parts/Filters 1. The system shall be delivered with an estimated 1 years worth of spare parts/filters for preventive maintenance based on continuous duty at maximum system output. CLIN 0006 - Start-Up/Training The quoted price shall include one day of necessary on-site compressor system start-up support and training by a qualified technical representative. CLIN 0007 - Delivery All equipment shall be delivered to the following address: NAWCAD Attn: Wayne Johnson 48298 Shaw Road, BLDG 1461 Patuxent River, MD 20670 CLIN 0008 - Service Manuals A hard copy of the vendor's service manual shall be provided CLIN 0009 - Warranty/Service Agreement System shall include a 1 year warranty including parts and labor. Vendor to provide cost estimates for extended warranty and service agreement options Award is expected 24 September 2012. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for competitive proposals.
