Description
Raytheon Customized Engineering and Depot Support (CEDS) (here after referred to as the contractor ) developed the pod concept and design, which are expected to meet the US Navy needs for tactical reconnaissance. The design pursued was based on the functional and performance requirements formally documented through the Critical Design Reviews, the Pod Prime Item Development Specification (PIDS), the Pod-WRA Interface Control Document (ICD), and the Systems Requirements Document (SRD). This level of effort was initially mandated to NAVAIR (PMA-265) by OPNAV N-43. Since inception the effort has been funded and contracted for by PMA-265. The SHARP program never completely matured, reached MSD, nor became an official program of record. Based upon those factors, the program evolved with no instructional pipeline or organic maintenance support, which lead to Raytheon being named the interim depot level for SHARP. In 2009 NAVAIR PMA-265 deemed that the funding and contract needed to transition to COMNAVAIRLANT/COMNAVAIRPAC because they were no longer going to provide support for this effort. COMNAVAIRLANT conducted market research throughout the FLEET and assessed that Carrier Air Group Commanders, and Battle Group Commanders use and have a legitimate need for organic reconnaissance.
