- U.S. Nuclear Regulatory Commission Division of Contracts Justification for Other than Full and Open Competition 1. NRC proposes to enter into a sole source purchase order contract with VEQTER, Ltd., Bristol, United Kingdom (UK) for proprietary Deep Hole Drilling/Incremental Deep Hole Drilling (DHD/iDHD) residual stress measurements of a reactor coolant pressure boundary (RCPB) nozzle dissimilar metal (DM) weld. The period of performance for this contract is six months at an estimated cost of $110,000. 2. The authority permitting a noncompetitive procurement is FAR Subpart 13.106-1(b), which provides for limiting competition in situations where the Contracting Officer determines that only one source is reasonably available. 3. Operational experience has shown that RCPB nozzle DM welds can be susceptible to primary water stress corrosion cracking (PWSCC) as an active degradation mechanism. Residual stresses within these welds can be the primary driving force for PWSCC initiation and growth. To assist in the structural integrity assessment / flaw evaluation procedure development for these safety-significant welds, the NRC requires weld residual stress (WRS) measurement data for stress field information and finite element model validation. 4. The joint NRC-EPRI WRS Analysis Validation project (contract number NRC-04-09-163/JCN N6864) has found DHD to provide high quality volumetric WRS measurements. VEQTER Ltd. in Bristol, United Kingdom is the only commercial supplier of the DHD residual stress measurement technique. DHD measurements are conducted at the University of Bristol in support of academic research, but commercial enquire are referred to VEQTER (which is a spinoff company from the University of Bristol). Bettis Atomic Power Laboratory conducts DHD measurements in support of the Naval Nuclear Propulsion Program only and therefore does not make commercial measurements. 5. The NRC has conducted market research through participation in major technical conferences in the area of residual stress analysis and measurement. In 2010 the NRC attended and presented programmatic work on the NRC-EPRI WRS Analysis Validation project at the ‘Pressure Vessels and Piping Conference' and ‘Residual Stress Summit.' No additional suppliers of DHD measurements were identified by the NRC through its active interactions with the residual stress community at conferences. The NRC is not aware of other actions that can be taken to increase the number of potential contractors for DHD residual stress measurements. 6. To ensure that the cost to the Government for these services will be fair and reasonable, an independent cost analysis has been performed for this proposed project. The proposed DHD measurements are similar in cost to other through thickness residual stress characterization techniques made during the NRC-EPRI WRS Analysis Validation project (under NRC-04-09-163/JCN N6864), rates from this project are the basis for the independent cost analysis submitted. 7. In order to satisfy the requirements of FAR 5.201(b)(1)(i) this requirement was posted to FBO.gov on July 27, 2012, and closed on September 12, 2012. The time period for the submission of a capability statement has closed, and to date no responses have been received.
