- The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico intends to negotiate a commercial (FAR Part 12) sole source contract with Rubali Professionals, Inc. under the authority of Federal Acquisition Regulation (FAR) 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is for the procurement and installation of a 3M detection system corridors at the New Administration Building library. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available at this time. A determination by the Contracting Officer not to compete this action based on responses to this notice is solely within the discretion of the Government. Qualified Offerors/Companies shall demonstrate distribution authorizations memorandums by 3M and shall be experienced in installation, maintenance and repairs of this product. Qualified offerors/companies shall demonstrate they have certified technical representatives to perform these services. Furthermore, due to region exclusivity provided by 3M Puerto Rico, Inc., offerors shall demonstrate their business capabilities within our region (Puerto Rico). The Applicable North American Industry Classification System (NAICS) is 561621 and its size standard is $12.5. Please submit your expressions of interest to include documentation of company capabilities in sufficient detail for the Government to determine that your company possesses the necessary certifications, expertise and experience to compete for this acquisition. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a notice of intent announcement. No evaluation letters will be issued to participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. Due date for submission of company capabilities, is Tuesday September 19th, 2012 by 12:00 pm Puerto Rico (local time). Information will only be accepted in writing by e-mail.
