- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. I. INTRODUCTION A. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ): 12TADN06912. C.Posting Date: 7 September 2012 D.Response Date: 25 September 2012 E.Contracting Office: Army Contracting Command - Warren (ACC-WRN) 6501 E. Eleven Mile, Warren, MI 48397. F.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, 26 July 2012. G.The NAICS code applicable to this acquisition is 336212. Offeror must be certified under this NAICS code prior to receiving an award. H.This Combined Synopsis Solicitation contains clauses and provisions requiring a fill-in or representation. Offeror shall submit a copy of this Combined Synopsis Solicitation with their bid and respond to these clauses and provisions accordingly. A failure to complete these fill-ins may cause your offer to be determined ineligible for award. I. Basis for award- ACC-WRN intends to award to the lowest price, technically acceptable offeror and ability to meet specified delivery schedule. The Government may also choose to negotiate if only one offer is received. See provision at 52.209-4011 - Contractor Responsibility and Eligibility for Award for further details. J. Small Business Set-Aside: This is a total small business set-aside II.GENERAL A. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for the following: Mobile Laboratory Trailer Required Characteristics 1.0 Scope: The purpose of this contract is to provide a new or reconditioned (in accordance with the definition at FAR 52.211-5) semi-truck trailer with dual motorized expandable sides to be used at test ranges. If an other-than-new trailer is proposed, the offeror must indicate this in its proposal. 1.1 General Information: The trailer shall be 53' in length and standard trailer width. The trailer shall have motorized expandable sections on each side to provide the maximum length and space possible. 2.0 Background: This trailer will primarily be used as a base camp at test ranges to allow TARDEC engineers to collect and analyze test data. This will require several work stations and a control station with connections for test equipment and high-speed camera control equipment. The fifth wheel section will be used as the kitchen area and also double as the classified storage and meeting area. The classified area must meet all Department of Defense (DOD) specifications. The trailer must have electrical power outlets and RJ45 Ethernet connections throughout the entire trailer. Ethernet connections from walls to computer racks must be present throughout the trailer. >>A bulkhead door with Z-panels is desired on each side of the goose-neck (min. 16" wide by 24" tall). TARDEC will populate the bulkhead as required. 3.0 Tasks/Requirements 3.1 Trailer Requirements 3.1.1 Trailer Shell The shell shall be a semi-truck trailer with double expandable sides. It shall include a heavy duty frame and smooth sides. 3.1.2 Expandables The expandable sections shall be between 35'-40' in length. They shall include a bifold floor section with a configuration of approximately 69". The expandable sections shall slide out/in automatically and under hydraulic or electric power. 3.1.3 Raised Fifth Wheel The fifth wheel location shall be enclosed and shall be accessible from the inside of the trailer. The area shall be finished, contain a small kitchenette, and contain a space with tie downs to accommodate removable safe (provided by the vendor) that is rated for DOD classified material (up to "Secret"). The fifth wheel room shall be sound proofed and have a door with the appropriate rated cipher locks leading to the main part of the trailer. The kitchenette shall contain a microwave and full size refrigerator and freezer (supplied by the vendor). 3.1.4 Exterior/Paint/Trim The exterior of the trailer shall be painted black and have custom graphics wraps applied. The exterior shall be prepped for all paint and graphics application. The roof shall have a UV/Thermal resistant coating Custom exterior graphics shall be fabricated and applied to the exterior surfaces where approved by government point of contact. >>The vendor shall produce and install this graphic wrap. The design shall be provided by the Government. The vendor shall provide a custom hospitality awning (50' x 20' approximate) that can be installed on either of the two expandable sections. The vendor is not required to provide sidewalls with this awning. >>An awning is not required to be installed over the expandable sections (i.e. an awning that deploys automatically as the expandable sides are deployed). The vendor shall provide a wrap-around side skirt that fits around the trailer and expandable sections to conceal the trailer underside. The vendor shall install all of the connections for the side skirt to the trailer and shall supply all hardware. The trailer shall have polished aluminum outer wheels. The trailer shall have rear freight doors and crew entrances on the rear of each expandable section. The crew doors shall have a window installed. Each door shall have a platform with handrails and stairs that can be set up and taken down and stored in belly boxes when not in use. >>Rear cargo doors will be used for access to the interior of the trailer. The doors on the expandable sections should be on the sidewalls (one on the rear sidewall of one expandable section; one on the front sidewall of the other expandable section to accommodate the front and rear rooms when the center divider is employed). Roof access ladders shall be installed to allow access to roof area. 3.1.5 Exterior Storage The vendor shall install aluminum or steel belly boxes of 40'- 53' in length along the sides of the trailer. These boxes shall lined with a spray-on type truck bed liner to protect the metal. The trailer shall have two Z-panel cable pass-through (one per side) that can accept BNC, RJ45, and blank punch-outs for future expansion. The trailer shall have one exterior speaker box per side, which may be either flush mounted or removable surface mount. The speaker box will accommodate speakers for external audio capability. These speaker boxes shall be wired into the entire trailer audio/visual system. The trailer shall have one exterior speaker box per side, recessed into each expandable section. The recessed speaker box will accommodate speakers for external audio capability. These speaker boxes shall be wired into the entire trailer audio/visual system. The trailer shall have one exterior monitor mount per side, recessed into each expandable section. These recessed monitor mounts shall be able to accommodate 42" LCD monitors (not provided by vendor) to allow overflow viewing. These monitors will be wired into the trailer's audio/visual system. 3.1.6 Powered Accessories The trailer shall have a powered landing gear system. All components and systems needed to accomplish this task shall be included. This may include but not limited to battery backups, pumps or wiring and controls. The contractor shall provide aluminum landing gear pads for extra ground support (Size can vary). >>Leveling system may be either manual or hydraulic. 3.1.7 Interior Finish Floors, walls, ceiling shall be insulated. They shall be covered in plywood and then covered with fabric wrapped sound walls. The finished product shall be that of a finished work area. >>The interior finish shall be tan or off-white. The trailer shall have a drop ceiling throughout the interior. The fifth wheel raised area shall be finished with a counter top and cabinets, upper cabinets, refrigerator and freezer, microwave, no running water and provisions to bolt/strap down government provided safe. A work station shall be included in the fifth wheel location. The entrance to the fifth wheel location from the rest of the trailer shall have an approved door with cipher locks and combination lock approved for a classified entrance. The trailer shall feature a recessed cable package so there is no surface mount cabling. The trailer shall have a retractable partition wall center divider that can separate the trailer into two rooms (front and rear) when needed. The trailer shall have thirty (30) stackable rolling task chairs. The trailer shall have nine (9) stackable workstation tables. The trailer shall have a single drop down projector. This projector shall be connected to all of the audio/video equipment and shall be able to project from a laptop. This project shall be recessed into the drop ceiling and lower down when needed. The viewing screen shall also be recessed in the ceiling and drop down when needed. >>The screen shall be near the rear cargo doors. The trailer shall have two (2) cabinets for storage inside the main cabin with the size of 60"w x 38" x 30"dp. The trailer shall have 16 overhead cabinets that are installed on the expandable sections (8 per section). >>These cabinets do not have to be lockable. >>The trailer shall have tan, off-white, or gray industrial grade rubber coin flooring. >>All cabinets shall have latched handles for safety. >>No windows are necessary as there is no need to observe operations outside besides the use of the aforementioned high-speed camera. >>A separate room for computer racks, satellite systems, etc. is not required. >>The vendor shall install one 19" rack (floor to ceiling). >>Phone connections at work stations are not required. >>25-30 workstations total are anticipated in this trailer. >>Aircraft style flush mounted tie downs shall be installed in the floor. 3.1.8 Electrical/Lighting This trailer shall have a hookup for an external generator to power the trailer. >>The connectors shall be camlock type. This trailer shall have a 240/120V electrical system with 200 Amp service. The panel shall cover all circuits and have ample room for future expansion. This will include wire, outlets, and miscellaneous equipment. >>There shall be a minimum of 4 circuits at 12 amp for future expansion. >>The vendor shall install the electrical system assuming that there will be 12A at each outlet. >>Lighting must be permanently installed and provide adequate illumination. A dimmer switch is acceptable but not required. The contractor shall supply all wiring, lights, electrical outlets and switches to complete this trailer. The trailer shall have at a minimum 10 recessed brass floor outlets. The trailer shall have at a minimum 10 220V, 20 amp receptacles throughout the trailer for computer rack power. The trailer shall have at a minimum 6 exterior duplex GFI receptacles with waterproof covers. The trailer shall have two semi recessed porch lights. The trailer shall have at a minimum of 6 exterior 300 watt scene flood lights. The trailer shall have two self luminous exit sign above exit doors in the interior. 3.1.9 Audio/Visual System The trailer shall have a central control station to operate all monitors and speakers (interior and exterior) to display the same signal or different signals. This shall also control the projector screen and drop down projector. 3.1.10 Mechanical The trailer shall have two (2) 5 ton HVAC wall units. This includes all installation, equipment, ducts, and supplies. >>Previous experience is driving the requirement for two A/C 5 ton units with 9KW of heat per unit. The equipment and personnel will vary as will the geographic location of the trailer (temperatures in excess of 100F are foreseeable). This trailer shall have an electronic thermostat connected and installed inside the trailer cabin. The HVAC shall be tested and certified working. 3.1.11 Tie Down Systems This trailer shall have a tie down/retention system. This shall include all tie downs, hooks, straps and pads that will hold down and secure all equipment for transport. 3.1.12 Documentation The contractor shall provide all applicable documentation for this trailer. This shall include but not limited to: operators manual, maintenance checklist, training document, and weight ticket. 3.1.13 Satellite / Internet This trailer shall have a satellite communications package. This package shall include a.96M mobile sat system with I-Direct 3100 Modem, 3-Watt transmitter, touch-screen controller, 4-Watt Buc upgrade, and all installation requirements. This trailer shall have a custom aluminum satellite dish mount. 3.1.14 Warranty The contractor shall provide, at minimum, a one year comprehensive warranty on all materials and workmanship. In the event that repairs should be necessary, the contractor shall be responsible for all costs associated with transporting the trailer to its facility for repairs. 3.2 Start of Work Meeting (SOWM) The Contractor shall conduct a Start of Work Meeting within 7 days of the award. The date for the meeting and agenda shall be coordinated between the Functional Technical Representative (FTR) and the Contractor within seven days of award. This meeting shall take no more than two days to complete. The Contractor shall have no more than three (3) personnel attend the SOWM. The contractor shall: -Provide a Meeting Agenda for the SOWM within 3 days prior to the schedule meeting. This agenda will cover the review of all tasks in this SOW. -Review the contractor's layout, construction plan and major milestones to meet contract requirements. -Provide for review and comment a detailed schedule that captures all of the actions, design reviews, and major milestones. -The Contractor shall submit Meeting Minutes NLT 3 days after the SOWM. The meeting minutes shall include a detailed summary of all items discussed during the meeting, as well as any assigned action items, final schedule and final layout. - The SOWM may be conducted by teleconference. 3.3 Training The Contractor shall create a standard operating procedure (SOP) document (CDRL A001), Training document (CDRL A002), and maintenance checklist (CDRL A003). ********************************************************************* Offeror shall include all shipping charges and deliver supplies F.O.B.
