- GPFS Annual Software Maintenance Specifications Brand Name Justification Synopsis: The U.S. Department of Education has a requirement to renew its software maintenance license agreement for the IBM General Parallel File System (GPFS). GPFS software is file management software for IBM hardware and the AIX operating system. GPFS software is critical to the function of Oracle Real Application Clusters (RAC). The software supports sharing of file systems across multimode nodes. The renewal of this annual software maintenance agreement provides for software updates, bug fixes and other support should the need arise. A fixed price award pursuant to the requirements of FAR PART 12 and 13 applies to this award. If qualified quotes are received from a small business, an award will be made to a small business. Please see the attached brand name justification. Evaluation Factors for Award: The award will be made to the responsible authorized offer whose offer is technically acceptable, and whose price is comparable to the prices found in the market place. In order to be technically acceptable, an offer must demonstrate that the item(s) offered can meet requirements described herein the solicitation. Provisions/Clauses: The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 Instruction to Offerors-Commerical Items FAR 52.212-3 Offeror Representation and Certifications - Commerical Items FAR 52.212-4 Contract Terms and Conditions; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Other applicable NAICS Code 423430 All offerors must be registered in System for Award Management (SAM) (https://www.sam.gov) in order to be considered for award. Quotes must be submitted to Michael.Holloway@ed.gov before 2:00 p.m. EDT on 9/21/2012.
