- The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate, on a sole-source basis, an indefinite-delivery indefinite-quantity cost-plus fixed fee contract to York International / Johnson Controls Incorporated, 631 South Richland Avenue, York, PA 17403 to assist in Naval research, development, testing and evaluation program for shipboard air conditioning and refrigeration programs. Duties will include development and fabrication of compressors, control systems, refrigeration systems and air conditioning systems and technology integration kits based upon current Navy designs; develop documentation for all system modifications including revising or developing new technical manuals, installation instructions, installation drawings and final configuration drawings; testing and qualification of modified air conditioning and refrigeration systems; installation start-up services; carryout engineering analyses and In-service field support. The NAICS code is 238220. This contract is a follow-on contract for continuing air conditioning and refrigeration modernization work under Contract N65540-06-D-0021. The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of 10 U.S.C 2304(c)(1). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
