Description

Draft Sole Source Justification Western Area Power Administration (WAPA), Desert Southwest (DSW) Region intends to issue a contract on a sole-source basis to Century Link under the authority of 41 USC 253 (c)(1) - 'only one responsible source' to provide telecommunication services. NAICS 517110. The basis for the sole source award to Century Link is outlined in the Single Source Justification attached. The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotes or proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responses are due September 21, 2012 by 14:00 local time to Susan Ethridge, Contracting Officer e-mail: ethridge@wapa.gov. No phone calls will be accepted.
