- NASA GLENN RESEARCH CENTER ADVANCED RESEARCH AND TECHNOLOGY SUPPORT (ARTS) DRAFT REQUEST FOR PROPOSAL (DRFP), NNC12RE026R The ARTS contractor shall provide support in conducting applied research in areas of GRCs core competencies as well as enabling technologies. These include incorporating the necessary advances in research and technologies to provide a broader understanding of the effects of the environment of space; materials and structures for aerospace applications; engine systems technologies for aerospace vehicles; in-space power and propulsion systems; instrumentation, sensors, and controls for aeronautics and space systems; and technologies for safe and efficient aircraft operation in atmospheric icing conditions. The contractor shall provide research avenues that, by filling gaps in knowledge, will create the foundation upon which broadly applicable new technologies can be developed. Those technologies will be applied to systems being developed by various NASA Mission Directorates. NASA encourages academic involvement in many of its programs. As such, this contract shall enable the ability to contract and/or collaborate with university faculty and students. This Draft Request for Proposal (DRFP) is not a solicitation but is issued as an acquisition planning tool and as a means of soliciting industry comments for use in developing a future formal solicitation. No proposal is required, and no contract will be awarded as a result of this draft solicitation. Prospective offerors are invited to: 1. Comment on all aspects of the draft solicitation, including requirements, schedules, proposal instructions, and evaluation approaches; 2. Identify unnecessary or inefficient requirements; 3. Identify voluntary consensus standards that meet the Governments requirements as alternatives to Government unique standards cited as requirements, in accordance with FAR 11.101 and OMB Circular A 119, except where inconsistent with law or otherwise impractical. The private sector manages and administers voluntary consensus standards. Such standards are not mandated by law (e.g., industry standards such as ISO 9000/9001); and 4. Comment on any perceived safety, occupational health, security (including information technology security), environmental, property, quality assurance, export control, and/or other programmatic risk issues associated with performance of the work. All comments on the draft must be submitted electronically (e-mail: Melissa.a.merrill@nasa.gov) by October 5, 2012 for consideration. Offerors are not limited to one e-mail submission; however, all e-mail comments must be received by the due date. Virus free e-mail attachments will also be accepted. A summary of the disposition of significant DFRP comments will be included with the final RFP. The Contracting Officer will issue task orders to the Contractor, providing specific authorization or direction to perform work within the scope of the contract. The anticipated period of performance will be five (5) years. Estimated total contract value is $65.0 million. The proposed contract will be awarded upon expiration of NNC08BA08B, Science and Space Exploration Technology Support (SSETS), performed by Universities Space Research Association. This is an unrestricted procurement. Small business subcontracting goals (targets) will be specified for this procurement. Targets (expressed as a percent of contract value) are: Small Business (SB), xx%; Small Disadvantaged Business (SDB), x%; Woman-Owned Small Business (WOSB), x%; Historically Underutilized Business (HUB) Zone, x%; Historically Black Colleges and Universities (HBCUs) and Other Minority Educational Institutions (OMEIs), x%; Veteran Owned Small Business (VOSB), x%; and Service-Disabled Veteran Owned Small Business (SDVOSB), x%. The offeror will be required to submit a Small Business Subcontracting Plan with the proposal. No plan shall be required of offerors classified as Small Business. The North American Industry Classification System (NAICS) Code is 541710, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The Small Business Size Standard is 500 employees (average employment of a firm). Calculation of average employment of a firm can be found in 13 CFR 121.106. The DPAS Rating for this procurement is DO-C9. Anticipated dates regarding this procurement: Final RFP: mid December 2012. Thirty (30) calendar day written response time.
