- This is a request for Information only. This RFI led by PMS 408 is solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal) or a promise to issue a solicitation in the future. This solicitation does not commit the Government to contract for any supply or services whatsoever. Furthermore, we are not seeking proposals at this time. Background PMS 408 provides acquisition services to the Explosive Ordnance Disposal (EOD), Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) and Anti-Terrorism Afloat (ATA) communities. The ATA portfolio includes tools, equipment and systems that are used to detect, disable, suppress, stop and/or capture terrorists approaching military vessels. Currently, several ATA system designs are in various stages of development, production, fielding, and/or sustainment. Description PMS 408 ATA is searching for emerging technologies related to non-lethal, directed energy solutions that can disable, stop and/or deny access to ground or at-sea contacts of interest entering into or proceeding out of an area or port. Currently, ATA ™s portfolio lacks sufficient capability to immediately neutralize or incapacitate targets (including small vessels) without causing permanent injury, death, or gross physical destruction. This would be in support of current tactics, techniques, and procedures for disabling, stopping, and/or denying hostile access to Naval vessels. This RFI is not intended to further develop or use current technologies. Instead, this RFI is intended to identify research companies that are capable of developing or producing non-lethal solutions for neutralizing asymmetric, terrorist threats in littoral areas, and solicit information which may lead to a specification or work statement. This information should focus on new technologies that can disable single or multiple vessels, stop large or medium vessels, deny access into or out of a port vessel(s) in open spaces, or deny access to personnel operating small watercraft in open water. Response Format Interested respondents who believe they are capable of providing innovative technological ideas related to directed energy that can disable, stop and/or deny hostile access to vessels entering into or proceeding out of an area or port as discussed in the description section of this RFI are invited to provide: a) Company name, company address, telephone number, fax number b) Business size and unique qualifiers (e.g., large, foreign, small disadvantaged, veteran owned, woman owned, etc.) c) Describe the current level of technical maturity (e.g., proof of concept, breadboard, brassboard, prototype, etc.) d) Current commercial/defense applications of your technology e) Individual offerors are allowed a maximum of three (3) submissions in response to this RFI Interested parties are requested to respond to this RFI in Microsoft Word for Office 2007 “ compatible format. RFI responses are limited to fifteen (15) pages, including cover and administrative pages, and shall be delivered using 10 point font or larger. Response Deadline and Submissions Responses are requested no later than 1630 EST (4:30 P.M.), October 26, 2012. Responses shall be submitted via e-mail only to peter.agyei-sarpong@navy.mil. Questions may be submitted until October 5, 2012. Each question submitted will be consolidated and published in an amendment to this RFI.
