Description
Request for Quote- Legal Library Statement of Work for Electronic Legal Library Combined Synopsis/ Solicitation for Commercial Items (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1MTGT2256A001 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combination solicitation synopsis that will used to submit quotes. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, effective 26 July 2012. (iv) This acquisition is unrestricted. The associated NAICS code is 519120 and has a small business size standard of $7M. (v) Contractors shall submit a quote for an Electronic- Non-Internet based legal Library for the Naval Consolidated BRIG at JB Charleston, SC. All responsible sources may submit a proposal, which shall be considered. A Firm Fixed Price Contract is conemplated. (vi) F1MTGT2256A001 Purchase of Electronic- Non-Internet Legal Library for Naval Consolidated BRIG, Joint Base Charleston, SC, per the attached Statement of Work. (vii) The base performance period is: 1 Oct 2012- 30 Sep 2013 1 st Option Period: 1 Oct 2013- 30 Sep 2014 2 nd Option Period: 1 Oct 2014- 30 Sep 2015 3 rd Option Period: 1 Oct 2015- 30 Sep 2016 4 th Option Period: 1 Oct 2016- 30 Sep 2017 (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) FAR 52.212-1, Instructions to Offerors - Commercial (ix) FAR 52.212-2, Evaluation - Commercial Items Evaluation. Note: determine evaluation criteria and modify clause as required. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Technical acceptable in accordance with the listed salient characteristics. Tehcnical acceptability will be evaluated on Pass/Fail basis. When submitting a quote the vendor must list salient characteristice sufficient for technical evaluation. 2. Price. The Government will award a contract to the lowest technically acceptable offer.
