- Description
- The NATO Support Agency (NSPA) intends to issue an Invitation for Bid (IFB) for the provision of civil works at the ISAF compound, Kabul Afghanistan International Airfield (KAIA) North. Project implementation includes construction of horizontal and vertical structures as well as utilities. In particular, the works consist of earth- and landscaping works; demolition and relocation of existing structures (tents and utilities); complete reinforced concrete building construction including technical installations (heating, A/C, ventilation, electricity); power distribution; storm water drainage; sewage; water distribution; and parking areas. The contractor's experience with the construction of reinforced concrete structures and roads in Afghanistan or Iraq is considered as an essential requirement. It is anticipated that this project will be incorporated into one contract. It is envisaged that the use of local sub-contractors for raw materials and labor will be permitted for this project. In order to bid on this project, a U.S. primary contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be nominated to the bidders list by the U.S. Government. The Department of Commerce will be using IFB-CUR-ENG-307-2010-1VA27019 as its reference for the IFB. BIDDING PROCEDURE Before a U.S. firm can be nominated to the bidders list for this procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The Department of Commerce approves facilities that are located within the United States. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): no later than 02 October 2012 Planned tender release: 24 October 2012 Scheduled bid closing: 30 November 2012 Anticipated contract award: 14 December 2012
