- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health (NIH), Department of Rehabilitation Medicine (RMD), intends to negotiate on a sole source basis with University of Houston, department of Electrical and Computer Engineering, 316 E. Cullen Building, Houston, TX 77204-2015, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1(2)(i)(A) a contract for training and implementing the staff of the Functional and Allied Biomechanics division in the innovative techniques for neural interface research in pediatric populations. The scope of this requirement is to procure the services of a nationally recognized expert in the use of EEG and a brain computer interface in the pediatric population; to train and work with the Functional and Allied Biomechanics Section in applying these techniques to our patients here at the NIH CC. Specifically: • Train one of our NIH post-doctoral fellows in EEG data collection and processing. This will be done over a period of 6 months while the fellow trains full time in the laboratory at the University of Houston under the mentorship of Dr. Contreras-Vidal. • Continue to work with us throughout the year to advise us in data collection and processing; design, implementation and dissemination of research studies using EEG to decode and train movement. • Visit our laboratory to meet with us two times within the year. The North American Industry Classification System (NAICS) Code is 611310 and the threshold is $7.0 million dollars. The anticipated period of performance will be for a base period of twelve months commencing on September 28, 2012 through September 27, 2013. This notice is not a request for competitive proposals; however responsible sources may submit a capability statement of their qualifications to perform the requirement as outlined statement of work. All responses received within 15 days from the date of the publication of this synopsis will be considered by the Government as required by FAR Part 5.207. Interested parties may identify their interest and capability in writing to Mr. Brian Lind, Contract Specialist at LindBJ@cc.nih.gov. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
