- Government responses to industry questions and comments: CHANGE TO REQUIREMENT (Product) DESCRIPTION: Question 1: Optional Equipment, Nav 1 and Nav 2 upgraded to Rockwell Collins NAV-4000E that provides extended frequency range to VHF communications. Industry comment: There is no extended frequency range for the NAV-4000. Recommend requirement be revised to "VHF1 and VHF2 upgraded to Rockwell Collins VHF-4000E that provides extended frequency range to VHF communications." Government Response: This requirement is hereby revised to reflect VHF1 and VHF2 upgraded to Rockwell Collins VHF-4000E that provides extended frequency range to VHF communications. This constitutes the only change to the Requirement (Product) Description. CHANGE TO EVALUATION FACTOR 1: Technical: Question 1: Capable of continuous flight operation below 160 knots true airspeed at all altitudes without flaps extended or gear lowered. Industry comment: Commonly, flight operations use Indicated Airspeeds (KIAS) not True Airspeeds (KTAS). True airspeeds vary greatly by pressure altitude. Recommend requirement be revised to "Capable of continuous flight operation below 160 knots indicated airspeed at all altitudes without flaps extended or gear lowered." Government Response: This requirement is hereby revised to reflect, "Capable of continuous flight operation below 130 knots indicated airspeed at all altitudes without flaps extended or gear lowered." This constitutes the only revision to Evaluation Factor 1: Technical. QUESTIONS AND ANSWERS FOR CLAIRIFICATION: - Question 1: I caught this on FBO today and was wondering if this the platform you were looking at for the VADAR sensor? Government response: Combined synopsis/solicitation W58RGZ-12-R-0462 is for a new aircraft (less than 150 hours) requirement only. - Question 2: Is this aircraft already being operated as a COCO and the Army has now made the decision to purchase? Government response: Combined synopsis/solicitation W58RGZ-12-R-0462 is for a new aircraft (less than 150 hours) requirement only. This requirement is not for an aircraft being operated as COCO. - Question 3: Please define slick seats. Government Response: The term "Slick" is an interior option provided by the OEM. - Question 4: Per the RFP requirement you want two chairs. What would be very helpful if you could let us now if they are - 2 left, 2 right, 1 each side. Just to let you know a left fwd facing chair is the same as a right aft facing chair. Government response: For clarification, one each, left and right, forward facing seats. Closing Date and Time: The offerors proposal, consisting of two (2) complete copies, must be signed, dated and delivered or mailed to the following office no later than 4:00PM.
