- The 10CONS/LGCB, Contracting Squadron, USAF Academy intends to award a sole source purchase order to a small business for a CMOS Imager from Andor Technology 425 Sullivan Avenue Suite 3 south Windsor CT 06074. This procurement is for the acquisition of a sole source commercial item using simplified acquisition procedures in accordance with FAR Part 12 and 13. The contract line items are as follows: 1. Description: CMOS Imager, -40C,100fps,11&16bit, FI, R&G shut,C-mt (Qty: 2) 5.5 megapixel scientific CMOS imager (2560x160 pixels) Focal plane array size of 16.6x14 mm Pixel well depth of 30,000 electrons 16 bit digitization Pixel size 6.5um Read noise 1 electrons at 30 frames per second, 1.4 electrons at 100 frames per second Quantum efficiency 35% at 400 nm, 10% at 925 nm Dynamic range of 30,000; 1 at 30 frames per second No multiplicative noise Thermo electric cooling of imager to -40 degrees centigrade Vacuum sealing of focal plane array 4 gigabyte on head memory Rolling and global shutter capability Trigger modes: time lapse, continuous, external exposure, and external start Data flow monitor and exposure switching capability Dynamic baseline clamp of imager Spurious noise filter in Field Programmable Gate Array (FPGA) control electronics Frame rate of 100 frames per second full frame resolution and 1688 frames per second at 144x128 resolution Dual level amplifiers and dual analog-to-digital converters for each column of the focal plane array 2. Description: SOLIS (I), Software for Imaging - sCMOS (Qty: 1) DELIVERY: 2354 Fairchild Drive USAF Academy, CO 80840 This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-61, Effective 13 September 2012. The North American Industry Classification System Code [NAICS] is 334516 and the size standard is 500. Sole Source Justification: This is procurement for the USAF Academy Department of Physics to be used in a classroom environment. Andor Technologies is the only known manufacturer that can produce thermo electric cooled scientific CMOS Imager with required control system to meet the above specifications. Additionally, Andor provides a vacuum sealed head with thermoelectric cooling. These features result in extremely low 1 electron read noise which is required for the work that the Cadets will perform in class. This synopsis is for notification purposes only and THIS IS NOT A REQUEST for bids or proposals. DO NOT SUBMIT A QUOTE AT THIS TIME. Any offerors believing they can meet the governments requirements for this acquisition have the burden and responsibility to provide documentation that substantiates their products are equal to or better by demonstrating their product, at a minimum, has the same features and functionality of the sole source product. The offeror should provide an understandable comparison between the two products along with brochures, specifications, and any other useful information for government consideration. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a brand name or equal procurement can be conducted. A determination that equal products exist based on responses to this notice is solely within the discretion of the Government. Responses must be received by 9:00 am Mountain Time, 26 September 2012 to the below email address. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this synopsis. Contractors must have a current registration with the System for Award Maintenance (SAM) to include Representations and Certifications. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
