- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ), combination Firm Fixed Price (FFP) and cost-plus-fixed-fee, (CPFF) contract on a full and open competitive basis for I/J Band Amplifier Microwave Power Modules (MPM) and Repair and Modification support services for the I/J MPMs to a single awardee. The MPM units provide the final Radio Frequency (RF) signal output power amplification for electronic attack jamming and emitter simulator systems. The MPM amplifies the RF signal from the weapon system under test which is then routed to the system transmit antenna. The transmit antenna allows the RF signal to be propagated over the air back to the weapon system under test with sufficient signal gain to provide an effective jamming signal for test and evaluation purposes. Pricing of the MPM units and for the Repair services shall be FFP, IDIQ and pricing for the Modification support services shall be CPFF. Contract award may be made on a First Article Required or First Article Waived basis for the MPMs. The Government reserves the right to waive First Article for MPMs that have been previously delivered by an offeror and accepted by the Government within the last two years. A minimum of 1 unit will be ordered at contract award, and a maximum of 375 units may be ordered over the five-year period of performance. Delivery of all units shall be FOB Destination to Naval Air Station, Point Mugu, CA beginning no later than 300 days after the effective date of the delivery order at a production rate of not less than 8 units per month. All responsible sources may submit a proposal, which shall be considered by the agency. Specific information to include detailed specifications shall be included in Request for Proposal (RFP) N68936-12-R-0079 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 05 October 2012, to close 30 days after the RFP issue date. Estimated award on or about February 2013. All responses/requests shall include the RFP number N68936-12-R-0079 and shall be submitted either in writing to the Naval Air Warfare Center Weapons Division, Code 254340D, Attn: Jennifer S. Corcoran, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108 or by the preferred method of electronic mail to jennifer.corcoran@navy.mil. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mi;/ccr/scripts/index.html. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA at: http://orca.bpn.gov in conjunction with required registration in the CCR database.
