Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of small business firms capable of performing the services stated below. We are only seeking information from small businesses. Large businesses interested in this procurement should continually monitor the Federal Business Opportunities (FBO) web-site ( http://www.fbo.gov) as the solicitation would be posted on this site if issued. DLA Disposition Services has a need for Mobile Demilitarization Teams in Afghanistan. The contact will be for a 12-month base period and will have a one 12-month option period. The contractor shall provide all necessary labor and personal protective equipment to support DLA-DS in Afghanistan in accordance with the Contract, its performance work statement, Schedule and subsequent orders within the Combined Joint Operations Area- Afghanistan (CJOA-A). The contractor shall perform a variety of tasks relating to the control and accountability of items from receiving property through reutilization, transfer, donation (RTD), or other disposal action both at the DLA-DS location as well as offsite as directed by the Government. The primary role of the 32 personnel acquired under this contract is to provide DLA-DS with mobile demilitarization support at sites throughout Afghanistan. Personnel acquired under this contract must be United States citizens that can pass background checks for the purpose of being issued a Common Access Card or CAC. The 32 contractor personnel acquired under this contract will be acquired and deployed in eight 4 person teams to any DLA-DS site in Afghanistan. For each of the sites one of eight provided under this contract MUST be designated as the on-site supervisor with full authority to execute normal supervisory responsibilities for the other seven employees. The designated supervisor must have the authority to designate another member as a team leader with supervisor responsibility when teams are deployed and he or she is not a member of the deploying team. When the individuals acquired under this contract are not deployed to an outlying site, they will be required to perform duties at the Disposition Services site where they are located. Special Notice: Potential vendors should be aware of the following conditions: (a) Personnel acquired under this contract may spend up to 90% of their time working away from the DLA-DS site. (b) Personnel acquired under this contract must be capable of performing at remote locations throughout Afghanistan and may be required to live and operate under 100% field conditions. Field conditions include but is not limited to consuming Meals Ready to Eat (MRE) and the primary source of meals, utilization of field showers, no access to morale, welfare, recreation (MWR) facilities and limited life support capability as the Forward Operating Bases (FOBs) or camps are in the process of drawing down for the purpose of closing. © Personnel acquired under this contract will be required to perform under extreme weather conditions including excessive heat, cold, rain, snow, dust and wind and must be physically capable of performing under these conditions. They may be required to carry tools, mechanic sets when they are traveling away from the DLA-DS site. The contractor employees shall meet all requirements and perform the tasks below. The contractor shall have a minimum of one on-site supervisor with authority over the other contractor employees to resolve day-to-day performance issues that may arise during performance of this contract. The contractor shall also designate at least one contract manager to provide overall contract employee supervision and interface with DLA Disposition Services management to ensure the contractor is maintaining control over the work. Material Handling Equipment Operators shall be licensed in accordance with DLA Disposition Services Host Base requirements, standards implementing applicable OSHA regulations and able to operate various equipment from 4k up to and including 50k forklifts, scrap handlers, front-end loaders, and RTCH used at a DRMO yard. The material handling equipment (MHE) will be provided by the Government. Contractor employees shall be able to greet the public, determine the customer requirements, provide customer service, and direct the customer to appropriate personnel. The contractor shall ensure that all personnel meet security specifications and force protection requirements in accordance with the DLA Disposition Services security guidelines for entry and work conducted on the camp. The contractor shall be responsible for obtaining base access badges for all contractor employees. The contractor shall be responsible for accountability of all their personnel working at DLA Disposition Services sites in Afghanistan; e.g., all employees are continuously accounted for and performing assigned duties. The contractor is required to immediately report any breach of security by employees to the Site Contracting Officer's Representative (COR). A train-the-trainer approach will be used for employee training. The Government will provide the initial on-the-job and classroom training to key employees and other selected employees in a classroom setting, as necessary, to fulfill the requirements of satisfying the performance requirements of Section III.6 and other applicable contract terms. Training to be conducted will include, but may not be limited to: DEMIL classroom, Property Accounting and Basic Operations. Further training of contractor personnel will be then performed by the contractor. The Government may provide further training on a case by case basis. The Government will also provide standard operating procedures as necessary to enable the contractor to perform the contract without supervision. Training could occur at any location as directed by the Government, including but not limited to Battle Creek. Michigan. Work being performed on-site is a result of security concerns regarding demil- and mutilation-required property for military operations and the resultant consolidation of excess military equipment. If the contractor intends to replace the site lead, supervisors or the contract and alternate contract manager, identified during the solicitation phase of the contract, or add or replace supervisors anytime during performance of the contract, the contractor shall provide the qualifications of the proposed employees under the contract to the COR prior to the employee reporting for work. The contractor shall provide to the Government resumes, and certifications, with enough information to show that the employees meet or exceed the qualifications of the personnel they are replacing. Replacement of key personnel is subject to approval by the Government. The contractor shall furnish all necessary personnel to perform the contract requirement, as the contractor has the ultimate control and responsibility to best fulfill the contract requirement within the regulatory constraints and requirements cited. Contractor on-site supervisors shall direct the workforce in the tasks they are required to perform under the contract and have authority to resolve performance issues that may arise during performance of this contract. These supervisors will be the point of contact for the Site COR for ensuring work is being performed in accordance with the contract and shall be able to speak English and the language of the employees they are supervising. Transportation of the workers into the DLA Disposition Services location and associated costs will be the responsibility of the contractor. All transportation to other locations within Afghanistan to meet mission requirements will be the responsibility of the Government. For travel to meet mission requirements all contractor personnel must be in possession of a CAC. The Letter of Authorization (LOA) will establish for each of the contractor personnel authorization to travel via MILAIR. Statement of capabilities should include detailed technical expertise information, employee experience / expertise and / or other informational literature demonstrating the direct ability to perform the above in Afghanistan. •3. As this is primarily a labor contract, provide information on how you would be capable of performing this work and meet the requirements of FAR 52.219-14 which requires at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. •4 Provide information on your capability to hire a workforce to perform in Afghanistan that shows your firm is knowledgeable about hiring practices and procedures for US citizen personnel to perform work on military installations in Afghanistan.
