Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13 and FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The Department of Defense Education Activity-Pacific (DoDEA-Pacific) Procurement Division intends to procure a CBT Nuggets Subscription or equivalent for Department of Defense Education Activity (DODEA) Pacific, Information Technology Division. The government intends to issue a Firm-Fixed-Price Purchase Order on a brand name or equal basis. (ii) Solicitation Number HE1260-2262-4000 applies and is issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57 and Defense Acquisition Circular 91-13. (iv) This requirement is being conducted using full and open competition The North American Industry Classification System code is 611420 with a business size standard of $7.0 Mil. (v) The agency need is for: CONTRACT LINE ITEM NUMBER CLIN 0001 Quantity U/I IT Professional Content Subscription for 8 single user or 3 Concurrent User CBT nuggets IT nuggets Brand name or equal http://www.cbtnuggets.com/ The proposed solution must include all IT professional content for each technology and best practice we use today in our current environment or will be in use within the next 12 months. Quality of content must at a minimum, provide a basic understanding of key concepts, be available in a timely manner, and offer a rich, immersive experience. Professional Content Area Requirements Professional content must be able to cover technologies that are currently in use today or planned for use within the next 12 months: • Citrix XenApp 6.5 • Mac OSX • Microsoft Exchange Server 2010 • Microsoft SharePoint 2010 • Microsoft SQL Server 2008 • Microsoft System Center 2012 • Microsoft Visual Studio 2010 and.Net Framework 4 • Microsoft Windows Server 2008 • PowerShell 3 • VMware vSphere 5 Professional content must be able to cover the following key knowledge areas for best practices in use by DoDEA Pacific IT: • Agile Development and Scrum • IT Information Library v3 • Information Risk Management • Project Management General Requirements for Digital Library 1. Must provide digital resources for each of the technologies, platforms, and knowledge areas above (threshold 100%) 2. Content must be organized into focused modules or chunks no longer than 60 minutes each (threshold 80%, objective 90%) 3. Content must contain rich media (audio or video) to decrease knowledge acquisition time (threshold 70%, objective 85%) 4. Content must address the fundamental principles, concepts, and approaches for each of the technologies, platforms, and knowledge areas above, as defined by respective vendors and professional organizations (threshold 80%, objective 100%) 5. Content areas must be updated within 12 months of respective product release cycles (threshold, 6 months objective) (vi) Period of Performance shall be from 1 October 2012 through 30 September 2013. DoDEA PACIFIC IT Division, UNIT 35007, APO AP 96376-5007. Delivery shall be within 15 days after the order is placed with the successful offeror. (vii) The provision at FAR 52.212-1 Instructions to Offerors Commercial Items, applies to this acquisition. There are no addenda to the clause. (viii) The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and whose offer proposes the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. (ix) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer; however, if the offeror has provided the required information electronically as part of its annual representations and certifications to the Online Representations and Certifications Application (ORCA), then the Offeror shall instead include a statement in its offer that the provisions at FAR 52.212-3 and DFARS 252.212-7000 for the firm are available online at https://orca.bpn.gov. (x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. There are no addenda to the clause. (xi) The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Item applies to this acquisition. In addition, the following provisions and clauses apply under FAR 52.212-5: FAR52.204-10 Reporting Executive compensation and First-Tier Subcontract Awards; FAR 52.222-3 Convict Labor; FAR 52.222-19 Child Labor-Cooperation with Authorities and Remedies; FAR 52.222-26, Equal Opportunity; FAR 52.222-36 Affirmative Action for Workers With Disabilities; FAR 52.225-13 Restrictions on Certain Foreign Purchases; FAR 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; The clause at DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items applies to this acquisition. In addition the following clauses apply under 252.212-7001: DFAR 252.232-7003 Electronic Submission of Payment Requests; DFAR 252.247-7023 Transportation of Supplies by Sea, Alternate III. The clause at DFARS 252.204-7004 Required Central Contractor Registration. (xii) The following provisions and clauses apply to this acquisition: FAR 52.233-3 Protest After Award; FAR 52.247-34 - F.o.b. Destination; FAR 52.252-2 Clauses Incorporated by Reference. (xiii) There is no assigned DPAS rating. (xiv) All quotes must be emailed to Miyoko Hokama at miyoko.hokama@pac.dodea.edu Quotes are required to be received no later than 11:30 AM Japan Standard Time JST, Wednesday, 26 September 2012. (xv) Request for Quote (RFQ) information and amendments will be posted to the Federal Business Opportunities website at www.fbo.gov. Offerors may email written questions requesting clarification of the RFQ to the Contract Specialist, Miyoko Hokama at: Miyoko.hokama@pac.dodea.edu. No information concerning this solicitation or requests for clarification will be provided in response to telephone calls.
