- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Virginia Polytechnic Institute and State University, 1880 Pratt Drive, Suite 2006, Blacksburg, VA 24060, for Research and development to update the Corps Guidance, EM 1110-2-1913, for the Design and Construction of Levees. The Engineer Research and Development Center (ERDC), Vicksburg, MS, has been tasked by USACE Headquarters through the Institute of Water Resources office to update EM 1110-2-1913, 30 April 2000, Design and Construction of Levees. The ERDC has members on the USACE Project Delivery Team (PDT) for the update of the EM and is tasked with contracting a non-Corps member to bring viewpoints, experience, and expertise from outside USACE. The EM requires updating to current state of practice in global stability, seepage, geotechnical subsurface investigation, and laboratory testing procedures. An extensive understanding of stability and seepage theory, familiarity with Corps levee policy, and the deficiencies of the current EM is required to effectively update the EM. PDT members must be technically competent in geotechnical theory, have in-depth experience in recent developments of Corps design criteria and construction practices, fully understand the lessons learned from recent New Orleans projects, and have a keen understanding of the problems designers have had in applying criteria during design procedures. Professor Thomas L. Brandon and his team at Virginia Polytechnic Institute and State University have unique experience and expertise having been extensively involved with review and revision of USACE levee policy since reconstruction of the New Orleans protection system began after Hurricane Katrina in 2005. Furthermore, Professor Brandon is qualified and meets all of the requirements to be a PDT member tasked with updating the EM 1110-2-1913. A search for other consultants and companies to perform these tasks has yielded no candidate equaling Brandon's unique knowledge and experience. It has been determined that Professor Brandon and his team at Virginia Polytechnic Institute and State University are the only consultants that can meet this requirement. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This will be a noncommercial acquisition using simplified acquisition procedures per FAR Part 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 12:00 PM CST, Thursday, September 27, 2012.
