- The Department of Veterans Affairs (VA), Technology Acquisition Center-Austin (TAC-A), located at 1701 Directors Blvd, Austin TX 78744 intends to enter into a contract on the basis of other than full and open competition to provide analysis and development support for the BDN to migrate the Corporate Winston-Salem, Indianapolis, Newark, Roanoke, Seattle (CWINRS) application off the VA legacy system. The TAC intends to award a sole source, one-year, firm-fixed-price contract options to Standard Communications, Inc. (SCI), 5402 Leeds Manor Road, Hume, Virginia 22639, a certified Service-Disabled Veteran-Owned Small Business pursuant to authority 38 U.S.C. 8127(c), Veterans First Contracting Program and Federal Acquisition Regulation 6.302-5, Authorized or required by statute. The proposed solicitation number for this effort is VA118-12-R-0198. Work under this acquisition will be performed at the contractor's facility. This acquisition will provide VARO staff, outstation staff, contractors, and others with a means of maintaining accurate information for service-connected disabled veterans participating in the VR&E program. CWINRS utilizes the Veterans Benefits Administration's (VBA's) corporate database to maintain participant information and interfaces with VBA's Benefits Delivery Network (BDN) and VA Financial Management System (FMS) to process payment and accounting transactions. JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1.Contracting Activity: Department of Veterans Affairs (VA) Office of Acquisition Operations Technology Acquisition Center-Austin 1701 Directors Blvd, Suite 600 Austin, Texas 78744 2.Description of Action: The proposed action is for a firm-fixed price (FFP) contract consisting of a 12-month period for analysis and development support for the Benefits Delivery Network (BDN) Migration and the Financial Accounting System (FAS) interface. 3.Description of Supplies or Services: The proposed action is to provide analysis and development support for the BDN to migrate the Corporate Winston-Salem, Indianapolis, Newark, Roanoke, Seattle (CWINRS) application off the VA legacy system. CWINRS is a case management application re-engineered and enhanced from a field developed application for the Vocational Rehabilitation and Employment (VR&E) offices in the Department of Veterans Affairs Regional Offices (VAROs). CWINRS provides VARO staff, outstation staff, contractors, and others with a means of maintaining accurate information for service-connected disabled Veterans participating in the VR&E program. CWINRS utilizes the Veterans Benefits Administration's (VBA's) corporate database to maintain participant information and interfaces with VBA's BDN and VA Financial Management System (FMS) to process payment and accounting transactions. The CWINRS system operates on the VBA's platform to provide the VR&E Service with a VBA standard Graphical User Interface (GUI) front-end application that provides nationwide access to CWINRS data for designated personnel. The VBA's environment supports Local Area Network (LAN), two-tier, three-tier client/server, terminal server, Internet based and other applications. CWINRS provides access for users located at 58 VAROs, outstations, and VR&E case contractors. The requirement is to remove the CWINRS Application dependency on the legacy VBA BDN. BDN resides on a Honeywell Bull mainframe computer and is programmed in COBOL. Expertise on the Honeywell Bull is fading away in both the private and public sectors. The project to date has successfully created and approved VR&E Functional/Business requirements, FAS Technical Specification documentation, Share requirements, and CWINRS Design and Technical Specification documentation. The total estimated price of the proposed action is. 4.Statutory Authority: The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C.3304(a)(5), "Authorized or Required by Statute", as implemented by FAR 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB). 5.Rationale Supporting Use of Authority Cited Above: The proposed source for this action is Standard Communications, Inc. (SCI), 5402 Leeds Manor Road, Hume, Virginia 22639, a registered and verified SDVOSB. SCI possesses technical staff which has direct experience with the requirements of this effort. Additionally, SCI has previously and satisfactorily performed the same development services required for this proposed action under a separate contract with VA. It is essential to continue and complete the CWINRS development effort to capitalize on the work performed by the CWINRS development team and VETSNET FAS development team, to remove the risk of dependency on the BDN legacy system, and to conduct pilot and roll out steps. 6.Efforts to Obtain Competition: Market research was conducted, details of which are contained in the market research section below. Consistent with the guidelines of the Veterans First Contacting Program, the proposed action described herein will be synopsized on the Federal Business Opportunities Page (FBO) in accordance with FAR Part 5. 7.Actions to Increase Competition: Any future requirement(s) will be handled on a case-by-case basis to determine applicable future acquisition strategy. 8.Market Research: Market research was conducted on September 12, 2012 by searching the VetBiz.gov database to determine if SCI is an SDVOSB. This search concluded that SCI is registered and verified in the VetBiz.gov database and qualifies as an SDVOSB in accordance with federal small business size standards for the applicable North American Industry Classification System code 541512. Additionally, a search in the System for Award Management (SAM) performed on September 12, 2012 showed that SCI is currently active and registered in SAM. Based on this market research, the Government has determined that SCI is an SDVOSB and the Government's technical experts have determined that SCI can meet the Government's requirements. Other Facts: The Procuring Contracting Officer (CO) has determined that this proposed action meets all the requirements of 38 U.S.C 8127(c). This acquisition is below the $5,000,000 threshold, SCI is a responsible SDVOSB for performance of the services described herein, and the contract can be awarded at a fair and reasonable price that will offer the best value to the Government.
