Description
The Missile Defense Agency (MDA) intends to award a follow-on sole source contract to Raytheon Missile Systems (RMS) of Tucson, Arizona, for manufacture and integration of 22 Standard Missile-3 Block IIA (SM-3 IIA) missiles. This effort is a continuation of the SM-3 IIA cooperative development effort between the United States (U.S.) and Japanese governments and is a part of the Aegis Ballistic Missile Defense (ABMD) Program. This effort will provide the test assets necessary to complete the SM-3 IIA development and integration of the SM-3 IIA with the ABMD 5.1 weapon system. This effort will also support validation of all U.S. and Japanese production processes and procedures prior to the program's transition to production. The contract will include the necessary labor and the material for manufacture and integration of all U.S. missile and Japanese components into All Up Rounds (AUR). This requirement also includes AUR and weapon system integration services for ABMD, including collaboration between ABMD, RMS and the Japanese contractor Mitsubishi Heavy Industries (MHI). RMS has been the AUR design agent for all Standard Missile variants since 1966. In addition RMS has, to date, expended significant effort to establish a viable working relationship with MHI, who is responsible for development, test, manufacture and delivery of several key missile components. This cooperative development effort has been and is currently being executed under a Memorandum of Understanding between the U.S. and Japanese governments. As a result of RMS involvement in the ABMD Program, and its unique working relationship with MHI, it is considered the only source that currently possesses the in-depth technical knowledge of the system to satisfactorily perform the work. This expertise cannot be attained by any other contractor within the anticipated period of performance without substantially duplicating program development costs and creating an unacceptable delay in fulfilling the MDA's requirements. The anticipated period of performance is five (5) years after contract award. As stated above, the proposed contract action is for SM-3 IIA manufacturing and integration expertise for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented Federal Acquisition Regulation 6.302-1. This notice is not a request for competitive proposals or quotations. The sole purpose of this announcement is to conduct market research related to the SM-3 IIA requirement. If there is a contractor who reasonably believes it can manufacture the 22 SM-3 IIA missiles without incurring substantial duplication of costs and fulfill MDA's requirement without experiencing unacceptable delays, please submit a capability statement (not to exceed 10 pages) to this office by the stated response date. The U.S. Government is not liable for any cost associated with the capability statement. Companies interested in subcontracting opportunities should contact Raytheon Missile Systems directly.
