Description
The US Army Contracting Command - New Jersey, Emerging Technologies Contracting Center (ACC-NJ, ET), Benet Laboratories, Watervliet Arsenal, NY on behalf of the US Army Armaments, Research, Development and Engineering Command (ARDEC), Benet Laboratories intends to solicit, negotiate and award a sole source contract with Software & Engineering Associates Inc. (SEA). This acquisition is being conducted using simplified acquisition procedures; however, responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government. The NAICS Code for this acquisition is 541712 and the small business size standard is 500 employees. The Government has a need to research, develop, validate, and deliver an Advanced Lightweight Cannon Recoil Reduction (ALCRR) computational fluid dynamic (CFD) gun-design software tool that models advanced RArefaction waVE guN (RAVEN) breech venting cannon and Recoilless Rifle technologies. The contractor shall provide executables, test cases for each required gun system type, full source code (the contractor shall grant specifically negotiated rights for use at ARDEC, including Benet Laboratories), detailed theory and user manuals, monthly progress reports, and a final publishable technical report. The proposed contract action requires SEA to apply source code and code development used under previous contracts so that substantial duplication costs are not incurred by the Government. The Government reserves the right to award without discussions. Responses must be recieved no later than 4:30PM Eastern Time on October 10, 2012.
