Description
STATEMENT OF WORK For Replace AC11, Chilled Water Coil SCOPE. Contractor shall provide all supervision, personnel, equipment, materials, transportation, and other items/services necessary to replace existing AC11 Chilled Water Coil in the basement of the Main Hospital, Bldg 1. The work is located at the James A. Haley Veterans' Hospital, 13000 Bruce B. Downs Blvd., Tampa Florida. COMPLIANCE. The Contractor shall be fully responsible for compliance with all Veterans Administration (VA), local, state, and Federal environmental/occupational safety laws, rules and regulations. The Contractor shall follow life and safety codes, and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel and patients. The Contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working processes. WORKING HOURS. Work shall be performed on weekdays, excluding Federal holidays, during the hospital's regular weekday working hours of 8:00 a.m. - 5:00 p.m., unless otherwise stated in the scope of work. GENERAL DESCRIPTION AND LOCATION OF WORK. All work must be coordinated in advance with the Contracting Officer's Technical Representative (COTR), Mr. Raymond Caros, telephone (813) 422-8624. All completed work must be confirmed and approved by the COTR during regular hospital working hours, 8:00 A.M. - 5:00 P.M., Monday through Friday excluding Federal Holidays. Work shall be phased over 2 consecutive week-ends as follows. 1.First weekend work shall begin at 5:00 p.m. Friday to change-out coils and piping, perform system commissioning, and start-up of the new AC11 not later than 6:00 p.m. Sunday to ensure restoration of air conditioning to the hospital laboratory by Monday morning. 2.Second weekend work shall be performed on Saturday only to shutdown AC11, change-out the 3-way bypass valve to a 2-way valve, and restart AC11. Contractor shall provide all labor and materials to accomplish the following. 1.Remove controls from AC11 sheet metal walls to allow coil rigging. 2.Furnish and install replacement chilled water coils.020 wall copper tube x.006 aluminum fins x 2 5/8-inch ODS sweat connections with Bottom and Middle coils at 8 Rows and weighing 371 pounds each, as per submittals. 3.Furnish and install replacement chilled water coils.020 wall copper tube x.006 aluminum fins x 2 5/8-inch ODS sweat connections with Bottom and Middle coils at 8 Rows and weighing 448 pounds each, as per submittals. 4.Furnish and install bolt-on galvanized drain pan for upper and middle coils (2 each). 5.Furnish and install 3 new 2.5-inch gate valves with 7 3/8-inch flange-to-flange at 150 psi. 6.Furnish and install 3 new 2.5-inch plug valves with 7 3/8-inch flange-to-flange at 150 psi. 7.Furnish and install 1 new 4-inch blind flanges to take out bypass to install 2-way control valve. 8.Furnish and install 1 new 4-inch slip-on flange to accommodate blind flange in lieu of bypass line. 9.Furnish and install new 2-way, 4-inch pneumatic control valve. 10.Furnish all necessary labor and materials to insulate new gate, plug, and control valves as well as all disturbed piping. 11.Furnish all necessary labor and materials to insulate disturbed AC11 sheet metal wall at coil passage. 12.Furnish and install new Johnson Controls Inc. (JCI) Field Equipment Controller (FEC), in lieu of existing, in same control panel. 13.Reuse existing field device wiring. 14.Tie-in FEC to existing communication bus. 15.Update BAS database. 16.Reprogram points (AC11 and respective Variable Frequency Drive (VFD)) 17.Commission controls. 18.Start-up AC11 with owner assistance. The Government shall provide vehicle access close to the hospital loading ramp to allow the Contractor to perform coil rigging and off-loading operations. ACCESSABILITY AND SECURITY. Contractor shall keep in mind and, to the extent applicable, follow practices that ensure the security and safety of JAH Veterans Hospital facilities, equipment and personnel. To this end, accessibility to all work areas will be provided by the COTR. No keys will be issued to Contractor employees. CONTRACTOR EMPLOYEES. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Example: wearing of distinctive clothing such as uniform, badges, patches, etc. ESCORT AND JAMES A. HALEY SECURITY POLICE CHECK-IN. Contractor personnel shall check in and out with VA Police dispatch located in the front entrance of the Main Hospital. Access to work areas and performance monitoring will be provided by the COTR. PARKING. It is the responsibility of contractor personnel to park only in designated parking areas. Parking information is available from the VA police and COTR. The VA will not invalidate or provide reimbursement for parking violations of the contractor's personnel under any circumstances. SMOKING. Smoking is not permitted within or around VA Healthcare System facilities, except within designated areas. LANGUAGE. Contractor personnel are expected to use appropriate and courteous language. Obscene language is not permitted. NOISE AND DISRUPTION. The contractor is required to continuously consider the impact to the medical center in completing the required work. Any operation causing excessive noise or vibration shall be coordinated in advance with the COTR. Also, movement of equipment, supplies, and waste through occupied areas, corridors, and elevators must be planned and scheduled with the COTR to minimize disruption to hospital operations. CELLULAR PHONES. Cellular phones are acceptable inside the building, except for posted critical care areas. INFORMATION TECHNOLOGY (IT) SECURITY REQUIREMENTS. This acquisition will not require services that involve connection of contractor-owned IT devices (such as a laptop computer or remote connection from a contractor system) to a VA internal trusted (i.e., non-public) network. Therefore, the Certification & Accreditation (C&A) requirements stated in VA Handbook 6500.3 do not apply and a Security Accreditation Package is not required.
