- This is a Sources Sought for Market Research Only. This is NOT a request for proposal, quotation or bid. It is only a planning document. The U.S. Army Corps of Engineers, Baltimore District, is seeking sources with current relevant qualifications, experience, personnel and capabilities to perform Munitions and Explosives of Concern (MEC) and Munitions Constituent (MC) investigation and remediation services. The location of these services shall include all assigned mission areas of the Baltimore District Military Munitions Design Center throughout the United States. This sources sought synopsis will be used by the Government to make appropriate acquisition decisions. The desired capabilities include but are not limited to the investigative and intrusive aspects of MEC and MC remediation services (to include on-site detonations), the ability to address commingled MEC, MC, and HTRW hazards during all phases of CERCLA and RCRA processes, as well as the ability to simultaneously manage multiple teams performing work at multiple locations under both Fixed Price and Cost Reimbursable terms. MEC includes unexploded ordnance (UXO), discarded military munitions (DMM), and munitions constituents (TNT, RDX, etc) present in high enough concentrations to pose and explosive hazard. MC includes any materials originating from UXO, DMM, or other military munitions, including explosive and non-explosive materials, and emission, degradation, or breakdown elements of such ordnance or munitions. Baltimore District is seeking qualified contractors who have experience with the above referenced items. Interested firms shall submit electronically a narrative demonstrating their experience in these areas and any small business class certifications to Kathryn.E.Brown-Tarbalouti@usace.army.mil no later than 2:00PM EST on 19 October 2012. The narrative shall not exceed 5 pages (11 font minimum). Tables, charts, graphs, etc., will count towards the 5 page count total (smaller font is allowed for these items, but the text must be legible). Capability discussed shall include the possession of an adequate accounting system. All data received in response to this Sources Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the government. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
