Description
The Department of Veterans Affairs Mid Atlantic Health Care Network (VISN 6) intends to negotiate sole source commercial item procurement with Jan-Care Ambulance to provide all personnel, equipment for emergent and non-emergent, basic and advanced life support ambulance service, twenty-four hours per day, 7 days per week on an as needed basis. This includes the requirement for Critical Care Transport. The VAMC Beckley area of coverage includes the following counties in West Virginia: Clay, Fayette, Greenbrier, McDowell, Mercer, Monroe, Nicholas, Pocahontas, Raleigh, Summers and Wyoming and Tazewell, Virginia. Prices paid for loaded (mileage incurred with the patient actually on board the ambulance from the point of pickup to destination) miles only. Contract will also require trips to VAMC Richmond Virginia, VAMC Salem Virginia and VAMC Asheville North Carolina. Emergency Medical Technicians providing emergency services on ambulances under this contract must be certified, licensed or otherwise officially recognized by the local, state or regional government or public entity where the emergency ambulance services is operated or by which it is governed. All services are to be performed in accordance with standard industry practices and quality control measures. This proposed procurement is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Technicians and ambulance drivers must be capable to administer oxygen and have successfully completed the Standards and Advanced First Aid Courses of the American Red Cross or U.S. Bureau of Mines or equivalent. This is expected to be a short term contract from October 01, 2012 through December 31, 2012. The applicable NAICS Code is 621910 with a size standard of $6.5Million. This notice of intent to sole source is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than Noon, Oct 03, 2012 local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
