- Solicitation No. DOL121RP20511 - Job Corps Data Integrity, Program Evaluation and Statistical Support Program The U.S. Department of Labor, Office of Job Corps is soliciting proposals from qualified contractors for the Job Corps Integrity, Program Evaluation and Statistical Support Project. The successful contractor must have the capacity to perform the following tasks: (1) Data integrity audit functions and technical assistance support to assure Job Corps program requirements and data are valid and reliable; (2) Research, evaluation, and technical assistance support to program initiatives as well as other continuous improvement efforts; and (3) Technical expertise in support of Job Corps' Performance Management System and Job Corps performance data reporting. Job Corps is a national training program that provides comprehensive academic, residential and career technical training services to more than 60,000 disadvantaged youth each year at 125 Job Corps Centers nationwide. The selected contractor will provide the following services: (1) Data integrity audits in support of Job Corps Regional Offices; (2) Data integrity related technical assistance; (3) Predictive analyses; (4) Research, evaluation and technical assistance to support programs, pilots and initiatives; and (5) Expertise in statistical analysis in support of Job Corps' annual Outcome Measurement System, performance-based service contracting (PBSC) and overall program performance reporting. It is anticipated that the resultant contract will be a time and material contract. The contract will have one base year, plus four (4) options for one year each. This is a 100% small business set-aside acquisition. The North American Industry Classification System Code is 541611. The small business standard is $14.0 Million. All questions shall be submitted in writing via e-mail to: garnett.eileen@dol.gov. All questions must be received by 2:00pm EST on November 12, 2012. Response to these questions will be posted by an amendment to this solicitation thru FedBizOpps at this website www.fbo.gov. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation number and solicitation is being issued as a request for proposal. A copy of the scope of work, the requirements for this solicitation and the due date for the submission of proposals is attached. Please Note: All prospective offerors interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, formally the Central Contractor Registration (CCR), prior to contract award.
