- The US Army Medical Research Acquisition Activity proposes to award this contract to L1 ENTERPRISES, 340 W. Patrick Street, Frederick, MD 21701, on a sole source basis, for purchase of the following, HRT3 PowerCheck Cornea, HRT3 Rostock Cornea Module, Eye Explorer Data Management, HRT3 Laser Scanning Camera, Computer, HRTII/3 HRA2 Core I5 650 3-2G P7P55DLX, Printer-Officejet Pro 8100, Isolation Transformer, Billable Parts-Non Service Reports, Telephone Support- 1 year, Monitor-NEC AS191-BK 19", 1 year warranty, Installation & Training and HRT3 Table Tilt Module. This is the only known source in the U.S. that can manufacture and provide these products. These consumables are specific to the instruments and generic substitutions are not validated nor will the manufacturer support the use of such supplies on-the instruments. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for a competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least five (5) days after the publication of this response, the purchase will be awarded without further notice.
