Description
Updated RFI Questionnaire 1. Introduction The United States Transportation Command (USTRANSCOM) is conducting market research to determine qualified, experienced, and interested potential sources. Part of the market research is to publish a Request for Information (RFI) seeking market information on businesses capable of providing the services/products requested. Contractors choosing to respond to this RFI are cautioned that THIS RFI IS NOT A REQUEST FOR PROPOSAL. This RFI is a market research tool used to determine the adequacy of eligible business sources prior to determining the acquisition strategy and issuance of a request for proposal. The Government is not obligated to and shall not pay for any information received from any sources responding to this notice and will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this RFI. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. 2. Background The USTRANSCOM and its subordinate command the SURFACE DEPLOYMENT AND DISTRIBUTION COMMAND (SDDC) are requesting information from carriers capable of providing cargo transportation and distribution services using ocean common or contract carriers offering regularly scheduled commercial liner service for requirements that may arise for inbound and outbound cargo to and from the Continental United States (CONUS) to Puerto Rico, Alaska, Hawaii, and Hawaii to Hawaii. Carriers must be capable of providing ocean, intermodal, and related transportation and distribution services to support their offered services as required herein. The general scope of services includes ocean transportation, related intermodal movements and services, and management expertise. Types of cargo carried will be military equipment and supplies, mail, personal vehicles, and other cargo shipped by the U. S. Department of Defense (DoD). Usage of these services will primarily be for requirements sponsored by the DoD. Carriers shall deliver cargo no later than the required delivery date (RDD) specified; provide accurate and timely shipment status reports using the Electronic Data Interchange (EDI) or Ocean Carrier Interface (OCI); and deliver cargo to the consignee in the same order and condition as when the cargo was received by the Carrier. 3. Requested Information The USTRANSCOM and its subordinate command the SURFACE DEPLOYMENT AND DISTRIBUTION COMMAND (SDDC) are requesting carrier information and capabilities per the list below and the attached questionnaire. a. Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can service inbound and outbound cargo to and from CONUS to Puerto Rico, Alaska, Hawaii, and Hawaii to Hawaii. The information provided in the RFI is subject to change, and is not binding on the Government. USTRANSCOM has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment, or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. The Request for Information (RFI) questionnaire is being amended to remove questions #2 and #10. These two questions aren't applicable for the Regional Domestic Contract requirement. There is a total of 9 questions on the questionnaire now instead of 11 that were originally submitted.
