- The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydocking and repairs to NOAA ship GORDON GUNTER. The GORDON GUNTER is 224 feet overall, and its home port is Pascagoula, MS. Provide all labor, material, equipment and associated items and services necessary to perform the following (including, but not limited to): BASE ITEMS: Temporary Services; Drydocking and Routine Drydock Work; ABS Specail Periodical Survey - Hull 5; Underwater Hull Complete Paint System; Sea Valve Overhauls; Bow Thruster Inspection and Service; Ballast Tank Preservation and Repairs; Steering Gear Hydraulic Cylinder Overhaul; Sewage System Piping Renewal. OPTION ITEMS: Freeboard Blast and Paint; A-Frame and J-Frame Modifications and Repairs; Fan Room 1-34-2-Q Vent Duct Renewal; Watertight/Weathertight Door Refurbishment; Watertight Soft Patch (Berp) Renewal; Outrigger Kingpost Preservation; Flying Bridge Deck Preservation; Bridge (0-3) Deck Preservation; Stack Repairs. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 71 calendar days, with a start date on January 9, 2012 and a completion date on March 20, 2012. The place and date for an inspection of the ship is October 30, 2012 at 0900 (local time) 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer at 757-441-3495. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about October 22, 2012 with proposals due on or about November 21, 2012. The anticipated award date is December 21, 2012. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and other factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
