Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-61. The North American Industry Classification System (NAICS) Code for this procurement is 423430 with an SBA size standard of 100 employees. This acquisition is being conducted as a small business set-aside in accordance with FAR 13.003. The U.S. EPA/OAR/OAP Clean Air Markets Division (CAMD) intends to acquire a Linux Database Server with Red Hat operating system. The brand name justifications are as follows. The current production server runs a Unix based Solaris operating system (OS). The EPA requires a Unix server for backwards compatibility with an extensive list of existing programs and applications, including Oracle database management software and scientific models. Red Hat is required as the Unix OS because of their enterprise-level support and the resources provided within the Agency for security configuration and patches, as nearly all of the EPA?s Unix servers are Red Hat. The requirements are as follows: 1. One 2U server with cables, power cords, rack mount hardware, redundant 750W power supplies, and: a. Two 2.7GHZ 16 core x86 processors (32 cores total) b. Sixteen RAM DDR3 16GB (256GB total RAM) c. Eight 900GB internal SAS 10K drives (7TB total internal drives) d. 1Gb Ethernet adapter(s) with total of six ports e. One RAID controller with option for RAID 0, 1, 5, 10, 50 or 60 configurations f. One SATA DVD ROM internal 2. One 2U 22TB external disk array with SAS direct connect, 2-m mini-SAS cable, rack mount hardware, power cords and: a. One RAID controller with option for RAID 0, 1, 5, 10, 50 or 60 configurations b. Twenty-five 900GB SAS 10K drives c. Two spare 900GB SAS 10K drives 3. Red Hat enterprise operating system three-year license with four virtual guests. 4. Three year support for hardware and operating system. Four hour response time. **Operating system, firmware and drivers must be installed and supported by the hardware (server and disk array) manufacturer. Manufacturer must be able to provide support for both the hardware and the OS for accountability in resolving any conflicts in hardware, software and firmware.** The Government anticipates issue of a firm-fixed-price Purchase Order for this requirement. Award will be made on a best value basis, price, past performance and quality considered. The following provisions and clauses apply to the solicitation: FAR 52.212-1 "Instructions to Offerors ? Commercial;? 52.212-4 "Contract Terms and Conditions - Commercial Items;? 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items" (including applicable clauses referenced therein); and 52.204-7 ?Central Contractor Registration.? Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. The aforementioned provisions and clauses can be accessed electronically at http://acquisition.gov. Offerors shall submit a firm-fixed-price quote for the items requested above. Offerors shall itemize the requested items by individual price, as well as by providing an overall firm-fixed price. Partial quotes will not be accepted for this requirement. Shipping costs shall be included in any quote provided. Vendors are encouraged to direct any questions by e-mail to the Contracting Officer, Ryan Daniels, at daniels.ryan@epa.gov.
