- The Mission and Installation Contracting Command Fort Bliss, TX (MICC Fort Bliss) intends to award multiple Blanket Purchase Agreements (BPAs) to those firms who demonstrate they are capable of providing telecommunication consumable supplies as identified throughout this document. This announcement constitutes only the solicitation; a price list (which is not all inclusive) is being requested and shall be valid for one year. The requirement is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 331318 and the size standard is 750. The BPA duration will be for five years. The establishment of the BPA does not imply any agreement on the part of the Government to place future contracts or orders with the BPA holders. The Government makes no representation as to the number of calls or actual amount of supplies to be ordered. There will be no guaranteed minimum quantities purchased and the Government will be obligated only to the extent of authorized calls placed against the resulting agreement. All Contractors who provide offers must be registered in the System for Award Management (SAM). You may register via the Internet at https://www.sam.gov/portal/public/SAM/ or contact SAM at 1-866-606-8220. The government will not accept refurbished/used equipment. Interested firms must identify their interest and capability to respond to the requirement set forth in this solicitation to be considered for award of the solicited BPA's. No calls will exceed $25,000.00. Payment will be made with Government Purchase Card (GPC). See Attachment 1 - Supply List Questions regarding this solicitation are due no later than 10:00 A.M. MST on 11 October 2012. Responses to this solicitation are due by 10:00 A.M. MST on 18 October 2012. A determination by the Government not to issue agreements outside the 60-mile radius based upon responses to this notice is solely within the discretion of the Government. Any firm that has an agreement or plans to subcontract to a company within the 60-mile radius shall be considered however the agreement or subcontractor information must be provided with price list. Respondents shall include the technical and/or contractual Point of Contact (POC) to include name, position, telephone number, email address, company cage code and DUNS number. Offerors must be registered in SAM to be eligible for an award of Government contracts.
