***** CONTACT SABRINA PEARSON, ONLY, IN WRITING AT SABRINA.M.PEARSON@NASA.GOV, or FAX (256) 544-6560, FOR QUOTE OR TECHNICAL CONCERNS CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICIATION.****** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Microbial Monitoring System (MMS). MSFC is requesting that the device be the same as or equal to the attached specifications. This procurement is a total small business set-aside. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the System for Award Management (SAM) and Online Representations and Certifications Application (ORCA) Databases prior to award. Delivery shall be FOB Destination to Marshall Space Flight Center in Huntsville, Alabama. Offers for the items(s) described above are due by 10/12/2012 by 4:00 p.m. CST to Sabrina Pearson at sabrina.m.pearson@nasa.gov or faxed to (256) 544-6560 and must include, solicitation number, FOB destination to Marshall Space Flight Center, proposed deliver schedule should include a 3 week delivery date after award of contract, discount/payment terms, warranty duration (if applicable), identification of any special commercial terms, and be signed by an authorized company representative for one (1) unit. Offerors may submit offers using there company's standard forms. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than a domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (AUG 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: see applicable solicitation/contract clause attached to this solicitation. Contents of this package include: 1.Specifications 2.Terms and Conditions The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Sabrina Pearson at sabrina.m.pearson@nasa.gov or fax to (256) 544-6560 no later than 10/08/2012 by 4:00 p.m. CST. All questions will be posted on or before 10/11/2012 by 4:00 p.m. CST. This shall be a 'one time' question and answer period. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror, with acceptable past performance. Vendor shall submit three (3) references for similar type contracts to include: 1. Three (3) Company Names 2. Name of Point of Contact (POC) 3. Phone numbers and email addresses of POC In order to be determined technically acceptable vendor shall have acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. NASA Clause 1852.215-84, Ombudsman, is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. (b) If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman, whose name, address, telephone number, facsimile number, and email address may be found at:http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Concerns, issues, disagreements, and recommendations which cannot be resolved at the installation may be referred to the Agency ombudsman identified at the above URL. Please do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer or as specified elsewhere in this document. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).
