COLAR Aviation Operations, Training, and Standardization Advisor Bogota, Colombia Issuance Date: 10/02/2012 Closing Date: 11/02/2012 SOLICITATION NUMBER: PSC-12-077-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. POSITION TITLE: COLAR Aviation Operations, Training, and Standardization Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located to the U.S. Embassy/Narcotics Affairs Section (NAS) in Bogota, Colombia. The position supports all phases of aviation operations, training and standardization in support of the Colombian Army (COLAR) aviation program. The program uses a robust fleet of rotary-wing aircraft that directly supports the Department of State (DOS) International Bureau of Narcotics and Law Enforcement (INL) counternarcotics (CN) mission. The goal of the CN program in Colombia is to curtail of the production and distribution of illegal drugs from this country through aerial eradication of illicit crops, interdiction of refining laboratories and trafficking activities, and carrying out other related law enforcement and military operations. The purpose of this personal services contract position is to provide an Aviation Operations, Training, and Standardization Advisor for follow on support of the bilateral CN aviation program in Colombia. The advisor will serve as the principal advisor to the COLAR aviation component commander and the NAS Aviation Unit (NAU) Senior Aviation Advisor (SAA) for all matters related to the COLAR aviation program by providing operations, training, and standardization expertise and direction and execution oversight in support of US and host nation aviation CN efforts. The advisor advises/oversees the host nation aviation operations, training, and standardization programs assists in the development, coordination, and implementation of a large aviation program's operations, training, and standardization policies, procedures and plans in support of CN operations. The advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, standardizing and executing COLAR aviation assets. The advisor ensures COLAR aviation operations, training, and standardization programs continue to adhere to the INL Office of Aviation (INL/A) policies, procedures, regulations and guidelines. Duties and Responsibilities: 1. Assist the COLAR in directing and coordinating their aviation operations, training, and standardization programs, in order to provide a sustained air assault and interdiction operations capability in support of multiple US and Colombian CN programs and objectives at multiple locations throughout Colombia. Assist in ensuring all aircrew are properly trained, qualified and proficient to support air assault, personnel movement, sustainment, re-armament and re-supply, humanitarian assistance, and medical evacuation (MEDEVAC) operations. 2. Oversee the development and implementation of a comprehensive aviation training and standardization program for the COLAR, to include supervision of the instruction and evaluation of personnel assigned to perform aircrew duties throughout Colombia. Review, develop, implement, and contribute to a wide variety of plans, policies, and procedures designed to organize, train, and deploy aviation assets and aircrew throughout the Colombia area of operations. 3. Perform oversight, evaluation, and advice of the COLAR aviation operations, training, and standardization programs. This oversight includes, but is not limited to, reviewing the training program and tactics, techniques, and procedures (TPP), ensuring published INL/A and COLAR aviation related directives are current and adhered to, and recommending alternate training methods, procedures and techniques. Monitor and mentor the host nation instructor and standardization pilots, their programs and practices to ensure their training and standardized programs are correct and effective. 4. Assist in refinement/development, review, coordination, execution and supervision of the COLAR aviation training, operations and standardization programs. Assist in the development of policies, plans, management, reporting, awareness, and enforcement to assure compliance with COLAR, INL/A, and government of Colombia (GOC) aviation rules, regulations, and standards. Ensure sound aviation operations, training, and standardization programs are instituted and managed at all levels to maximize combat effectiveness and minimize accidents, incidents, and/or loss of life while operating in a harsh combat environment. 5. Perform flight duties as a rotary-wing Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Pilot. Flight duties will include day, night unaided, night vision device assisted, and flights in visual and instrument meteorological conditions (VMC / IMC). 6. Act as a principle advisor to COLAR Air Assault Division commander, and his brigade and battalion commanders on matters related to aviation operations, training, and standardization. Ensure they are aware of the status of these programs to include deficiencies. Recommend and help develop and implement appropriate corrective actions. 7. Assist in the coordination and provide/facilitate access to other agencies which may support COLAR aviation operations, training, and standardization activities. These elements include, but are not limited to, planning and coordination with US Department of State, Department of Defense, Drug Enforcement Agency, and host nation law enforcement agencies. 8. To the extent possible, ensure COLAR aviation maintenance and safety activities and programs comply with the INL/A policies, procedures, regulations and guidelines. 9. Submit periodic written evaluations of COLAR aviation standardization and training activities and programs to the COLAR aviation component commander and the NAU SAA. Relationships The advisor will report directly to NAU SAA for all matters related to COLAR aviation training, standardization and operations and be the COLAR aviation component commander's principle advisor and subject matter expert. Guidelines Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961; as well as other laws, including other authorities under the FAA, and Related Program Appropriations Act, which appropriates funds for the INL programs; other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Other guidance is derived from INL/A policies, procedures, regulations and guidelines regarding aviation operations. Complexity: 1. Assignments include analysis of all facets of aviation operations, training, and standardization management and involve a fleet of rotary-wing and fixed wing aircraft, in tactical and transport roles, functioning within integrated programs of diverse CN missions. These missions include air assault, interdiction, personnel movement, sustainment, re-armament and re-supply, humanitarian assistance, MEDEVAC, support of aerial eradication, and aviation training. 2. Must be an expert in aviation operations, training, and standardization and be able to rely on years of experience in the aviation field. Must be knowledgeable and proficient in aviation training and standardization practices and be able to use that experience to effectively guide those practices in a large multi-faceted host nation aviation operation. 3. Oversee and advise multi-national/multi-cultural training/standardization programs, plans, policies, and procedures. Coordinate with multiple entities to include high level US Embassy and host nation personnel and make recommendations on the implementation of all facets associated with his expertise. 4. Perform continuous analysis of interrelated issues of operations, training, and standardization and maximizes their effectiveness and efficiency in order to improve mission effectiveness and flight safety to aviation operations in support of the CN missions. Scope and Effectiveness Will perform broad and extensive assignments related to programs spanning the full range of aviation operations, training, and standardization in a very dynamic and complex environment supporting a full range of CN missions. Personal Contacts Will work closely with the INL/A, NAS, NAU, and personnel in other Embassy agencies. Will maintain a close relationship with the COLAR Air Assault Division commander, his brigade and battalion commanders as well as the pilots and soldiers working inside the advisor's area of expertise. Occasional contact will be made with members of the Colombian National Police and possibly members of the Ministry of Defense. Minimum Qualifications: 1. US citizen and able to obtain/maintain a DOS Secret security and medical clearance. 1. Graduate of a formal rotary-wing aviator training program, under the auspices of the US Army Aviation School, or other US Armed Forces equivalent, with a certification in one or more of the following aircraft: UH-1, UH-60. 2. Qualified as a Rotary-Wing Instructor and Standardization Pilot through the US Army Aviation School, or other US Armed Forces equivalent. Qualified as a Standardization Instructor Pilot. 3. A minimum of 3,000 total rotary-wing aircraft flight hours; a minimum of 1,000 rotary-wing Instructor Pilot flight hours; a minimum of 500 rotary-wing flight hours while using Night Vision Devices (NVD). 4. Possess a current US FAA Commercial Pilot Certificate Rotorcraft and a Helicopter Instrument rating or US military equivalent. 5. Possess a current FAA Class II flight physical. 6. A minimum of 15 years experience and demonstrated in-depth knowledge of aviation operations, training, and standardization programs. 7. A minimum of five years experience managing an aviation standardization program for a brigade, or larger, sized military unit. 8. Expert knowledge of tactical employment of rotary wing aircraft, including capabilities, limitations and tactics, techniques, and procedures. 9. In-depth knowledge of DOD, FAA, and NTSB standards in the technical field of aviation operations, training and accident prevention. 10. Ability to read, write, and speak the Spanish language at the technical and conversational DPLT 3/3 level. Demonstrated strong English communication and writing skills. 11. Proficient in Microsoft Office Suite. 12. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 90 days arrival at Post. Preferred Qualifications: 1. A minimum of 100 combat flight hours. 2. Possess an undergraduate degree from an US accredited college or university. 3. In depth knowledge of INL/A policies, procedures, regulations and guidelines. 4. Formal training as a Contractor Officer Technical Representative (COTR) through a DOS-recognized training facility. Physical Demands: The work is both physical and sedentary in nature and involves activity as a fully mission capable pilot in a high threat environment able to fly multiple sorties per day on a continual basis. Frequent travel and deployment to austere forward operating locations. Travel to locations in the jungle and mountainous terrain which involves physical exertion. Work Environment: The work is primarily conducted in an office or aircraft with extensive deployments to austere locations to oversee and evaluate high operations tempo operations. Most deployed locations have been declared hazardous duty locations by the DOS due to hostile narco-trafficking activities and therefore pose a significant risk to the advisor while at these locations. Evaluation Criteria Factor 1 Planning & Organization (35 Points) Demonstrated ability to plan, organize and implement aviation operations, training, and standardization programs. Factor 2 Coordination (20 Points) Demonstrated ability in identifying operations, training, and standardization problem areas, ensuring related factors are articulated clearly and corrective actions are implemented through to completion; possess the ability to effectively communicate and work with entities of non-US nationality. Factor 3 Oversight (15 Points) Demonstrated ability to oversee major aviation operations, training, and standardization programs and develop, edit, and publish evaluation reports on program progress or lack thereof. Ability to implement corrective actions. Factor 4 Management (15 points) Demonstrated experience in aviation program management practices, knowledge and use of regulations and guidelines, budget development, and monitoring. Factor 5 Past Performance (15 points) Past performance that demonstrates the applicant's ability to perform under the contract. In conducting the evaluation, the US Government reserves the right to utilize all previous professional evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quoters must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors", or otherwise objectively performing their contractual duties upon contract award. Post-Award Ethical Responsibilities of PSC (JUN 2011) This is a personal services contract as defined in FAR 2.101. The contractor shall be subject to the same ethical requirements and responsibilities as a member of the Civil Service or Foreign Services, including but not limited to the Standards of Ethical Conduct for Employees of the Executive Branch, 5 CFR Part 2635 and Employee Responsibilities Abroad, 3 FAM 4120.
