Description
The Department of the Army, Healthcare Acquisition Activity- North intends to negotiate five Sole Source commercial item procurements for Trauma Trainer HEMO (with single leg amputation), MATT 1500 (double amputation) going to MacDill AFB, and Multiple Amputation Trauma Trainers for Shaw AFB, Luke AFB, and Barksdale AFB's. This procurement will include liquid blood, Needle D Skin Plugs, Cric Skin, Manubrium Skin Plugs and training. This proposed procurement is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than October 9th, 2012 noon local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. K Force Government Solutions Inc., is the only vendor in the commercial market that offers this product. It was researched and developed under the Severe Trauma Simulation Army Technology Objective (ATO), TraumaFX was engineered specifically to meet the rigorous requirements of military and civilian training needs. Jointly developed with the U.S. Army RDECOM-ARL-STTC, TraumaFX MATT leverages in-depth human factors requirements analyses of military and civilian training needs to deliver powerfully realistic, yet easy to use training solutions that can be deployed to any location and operated in nearly any weather condition. There is no other simulator on the market that provides this realistic, rugged, remote-control, tetherless training scenario complete with animatronics and special effects. Unlike other trainers, it can be worn by human actors and is compatible with other anthropomorphic trainers. The MATT has packable wounds, multiple tourniquet points, interchangeable priapism and scrotal avulsion and an upper torso that allows a multitude of procedures. The animatronics give a degree of control to the instructor to advance a training scenario. Students will learn how to find lifelike anatomical landmarks to execute critical patient treatment without relying on marked indicators. The sole source will avoid duplication of costs that is not expected to be recovered through competition, or the unacceptable delays due to the government. The purchase of any other unit would reduce the training that the MATT is able to provide.
