- SUBJECT - Adobe LiveCycle Software Maintenance This award notice is for Informational Purposes Only. On October 1, 2012, the Department of Veterans Affairs (VA), Office of Acquisition and Logistics (OAL), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 awarded an order off of the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) IV Government-Wide Acquisition contract (GWAC) NNG07DA46B via an exception to fair opportunity for Adobe LiveCycle software maintenance for VA, Veterans Benefits Administration (VBA), Region 5, Office of Release Management Services (RMS). The firm fixed price (FFP) order, NNG07DA46B VA118-13-F-0001 was awarded to Alvarez & Associates, LLC, 8601 Georgia Avenue, Suite 510, Silver Spring, MD 20910, in the amount of $336,274.62 for the aforementioned brand name software. The place of performance encompasses VA, VBA, Region 5, RMS. Period of Performance is October 1, 2012 thru September 30, 2013. The statutory authority permitting an exception to fair opportunity is Section 41 U.S.C. 4106(c) as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B) entitled, "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized".
