Description
Brand Name Justification for HSCEMS-12-F-00069 In accordance with FAR 13.106-1(b), the following provides a determination to support solicitation and contract for a brand name, exact match product. American Technologies Network Night Vision Optic, Manufacturer Product #PS40-3A. Description of supplies or services, period of performance, and the estimated value: This contract will assist ICE in meeting its need to provide special agents within HSI who are assigned to Special Response Teams with a specific night vision optic, which will be utilized as part of the newly created Tactical Observer Program. This product is vital to the law enforcement mission of ICE. ICE issues its special agents with an enhanced/customized precision rifle that requires the use of this night vision optic during specialized high-risk law enforcement operations. The product is the American Technologies Network Night Vision Optic, Manufacturer Product #PS40-3A. Market research identifies that this item is available on GSA Advantage. Rational of Circumstances that deems only one brand name reasonably available: ICE has issued and tested the American Technologies Network Night Vision Optic, Manufacturer Product #PS40-3A extensively as part of the creation of the HSI SRT Tactical Observer Program. The National Firearms and Tactical Training Unit (NFTTU) Armory Operations Branch have built prototype precision rifles which have been field tested for durability and accuracy. This item was installed as a part of the custom precision rifle package. It has been determined that this brand name product meets and/or exceeds the needs of the Tactical Observer Program as per the guidelines established by the NFTTU. Prior to the full implementation of the Tactical Observer Program, the Armory Operations Branch must custom build the remaining precision rifles which are to be issued to select SRT members who will be assigned and subsequently trained as Tactical Observers. The precision rifles being built must conform to the exacting standards that are set by the Armory Branch and therefore, must be assembled using the exact parts as the prototypes ensuring consistency amongst the program while maintaining the strictest standards for accuracy, reliability, and durability.
