- Attached is the Limited Source Justification and Approval. The Defense Finance and Accounting Service (DFAS) is a fee-for-service organization, which provides products and services for our customers, and may be directly reimbursed by them. DFAS has implemented e-Biz, a commercial off-the-shelf (COTS) system. COTS financial management systems will provide DFAS with current technology capabilities and integrate the functions of several legacy systems and consolidated real-time historical, financial, budgetary, and cost information.
