Description
Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Acquisition intends to acquire engineering services in support of the Anti-terrorism Force Protection (AT/FP) Ashore Physical Security Access Control (PS/AC) systems for supplies and services including hardware and software installation, testing and operations support, training and technical manuals. Perimeter security and access control are important components of the AT/FP Ashore posture at Navy installations worldwide. PSAC systems are enclaves for perimeter security, automated pedestrian turnstiles (APT) and automated vehicle gates (AVG) for access control. Major work elements for this effort include: systems engineering and planning; equipment selection and procurement; equipment installation; integration and testing; system manuals and technical documents as required; and contract support and date requirements. This acquisition covers the design, procurement, installation, and integration, testing, and initial training for AT/FP hardware and software at Navy shore installations throughout the world including Joint Bases assigned to the Navy. Project and installation specific requirements will be detailed in individual Task Orders. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. NAVFAC EXWC Acquisition ™s intent is to issue a multiple award, indefinite delivery, indefinite delivery (IDIQ) contract with firm fixed-prices task orders in accordance with FAR Part 15 (Contracting By Negotiation) procedures. The contract term will be a base period of one year plus two option years. Only the base period of the contract will offer a minimum guarantee. The solicitation will be made available electronically upon its release to www.neco.navy.mil on or around October 22, 2012. The applicable NAICS code is 561621 and the annual size standard is $11.5 Million. The applicable solicitation number is N39430-13-R-1202. A site visit and pre-proposal conference will be scheduled for mid-November. The dates will be detailed in the solicitation. This notice does NOT constitute a request for proposal. Questions concerning this requirement should be submitted only after reading the entire solicitation which includes the detailed specifications.
