- Statement of Work for the OHA-wide SETA requirement. This is a pre-solicitation notice in accordance with FAR 5.203(a). In addition, a draft Statement of Work is posted (see attachment) with the draft Request for Quotes being posted by October 19, 2012. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) anticipates soliciting proposals to procure Systems Engineering and Technical Assistance (SETA) support for the Office of Health Affairs' Chemical Detection and Defense (CDD) program; National Biosurveillance Integration Center (NBIC); Office of Food, Agriculture and Veterinary Defense (FAVD); Workforce Health & Medical Support Division (WHMS); and the National Biodefense Architecture program. An Industry Day is to be held on Monday, October 29, 2012 starting at 9:00 AM ET at 801 D Street SW, Washington, DC 20229. Prospective offerors planning to attend Industry Day should arrive at the main entrance on D Street (the visitor's entrance) with a Government-issued photo ID and be prepared to pass through building security and metal detectors. Your arrival point of contact will be Margaret Tse. Any questions about the draft RFQ shall be submitted by email to the Contract Specialist at margaret.tse@hq.dhs.gov by Monday, November 5, 2012 at 11:00 AM ET. The anticipated acquisition strategy for this requirement is a single-award "soft" small business set-aside under GSA Schedules C874 6, Acquisition Management Support, and C874 7, Program and Project Management Services, resulting in a Blanket Purchase Agreement of a one-year base with four one-year options. The prime contractor will need to have a contract under one of the two Schedules. All businesses regardless of size are invited to the Industry Day to explore teaming arrangements and subcontractor opportunities. The anticipated official solicitation issuance date is November 30, 2012. DHS makes no representation that a final solicitation will be issued or that a contract award will result from the solicitation (when issued).
