In other words, reposting under a new number does not restart the clock. All further information regarding this requirement will be posted under the new number: N39430-13-R-1203. Anticipated Proposal Closing Date: 112312 Enterprise Operations Support. NAVFAC has a need for operational and technical support to include deployment support, service desk support, mainframe technical liaison support, validation and verification of business continuity, facilities management, local help desk support, configuration management, change management, quality assurance, portfolio/asset management, and information assurance support for all NAVFAC Enterprise Business Systems hosted at the NAVFAC Information Technology Center (NITC). NAVFAC has a user base of over 3,500 users scattered across the world residing on Navy Marine Corp Intranet (NMCI), and One-Net infrastructure as well as users utilizing commercial internet for public information relative to NAVFAC products and services. Procurement Method: Contracting by Negotiation Contract Type: This requirement will be procured as a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The NAICS Code for this procurement is 541519 and the small business annual size standard is $25,000,000. The Government has determined that the accessibility standards under section 508 of the Rehabilitation Act of 1973, as amended, apply to this requirement. The contract term will be a base plus four option periods. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace a contract for similar services awarded in 2007 and having a total, current, cumulative value of $31.9M. The existing contract is a cost plus fixed fee contract. The new contract will be performance based and fixed price. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. The primary place of contract performance is: NAVFAC Information Technology Center (NITC) 1000 23rd Ave, Building 2 Port Hueneme, CA 93043 The proposed contract listed here is 100 percent service-disabled veteran-owned small business set-aside. The Government will only accept offers from service-disabled veteran-owned small business concerns.
