Description
DHS Limited Source Justification 243-12. DHS has identified the use of Homeland Security Presidential Directive (HSPD) - 12 Personal Identity Verification (PIV) Cards, or smart cards, as the solution for securing the Department's information technology systems, networks, data, and applications. This requirement is to complete the solution's back end infrastructure to allow for DHS wide HSPD-12 card issuance and enable logical access to protect DHS IT assets from cyber breaches. In order to meet the above objective, DHS must obtain products and services relating to the DHS Identity Management System (IDMS). Specifically, DHS requires maintenance for the DHS IDMS Enrollment/Issuance Workstation (EIWS) interface to allow for the deployment of 75 non-XTec EIWS, Public Key Infrastructure (PKI) certificates for 300,000 user identities, Smart Card minidriver software, and On Line Certificate Statue Protocol (OCSP) software. The anticipated period of performance is 09/30/2012 through 02/14/2013. In September of 2009, DHS/OPO contracted with XTec, Inc. through a GSA FSS DHS BPA (HSHQDC-08-A-00004) to accomplish the initial standup of a DHS capability for HSPD-12. This included the construction of enterprise infrastructure components, primarily the IDMS, as well as card issuance services for the Department. The IDMS is the most critical enterprise service for the HSPD-12 program. All EIWS, which encode and print HSPD-12 PIV Cards, must connect to the IDMS for the purposes of PIV card enrollment and card issuance. At the time of the award for HSPD-12 infrastructure standup (and to date) no open standard existed for the interface of an IDMS with an EIWS for the purpose of HSPD-12 PIV Card issuance. In Fiscal Year 2011, XTec, Inc. developed an EIWS interface to allow for use of the DHS IDMS with non-XTec provided EIWS hardware. The continued utilization of the DHS IDMS is critical to key HSPD-12 functions throughout DHS, to include employee PIV card issuance and the enabling of logical access. Only one source, XTec, Inc. is capable of performing the services under the unique or specialized circumstances of these services due to its status as developer of the DHS IDMS solution. The IDMS is an XTec proprietary product. For a third party to make modifications to the functionality and/or data standards of the XTec's IDMS/Card Management System (CMS) that supports XTec designed products for these services would require access to XTec's source code. Additionally, if XTec's source code were to be provided to a third party, it would still require XTec to make changes to the IDMS/CMS backend. As such, XTec is in the unique position to provide DHS a complete solution for full IDMS implementation.
