Description
SCOPE OF WORK CLEAN STORM-WATER STRUCTURES Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary to clean approximately 76 storm-water structures, (i.e., catch basins, drop inlets, and manholes) throughout, in accordance with the following: 1.Remove all water and clean storm-water structures of all solid debris. The estimated quantity of water and solids to be removed is 8,000 gallons and 9 tons respectively. 2.Contractor shall obtain all necessary permits to perform this work in accordance with US EPA, RI DEM and Narragansett Bay Commission rules and regulations. 3.Contractor is responsible to follow all other pertinent Safety, Health, Environmental, and Department of Transportation regulations. 4.Disposal of the solids and liquids from the storm-water structures will be at a facility(s) acceptable to the RI DEM for final disposal of said solids/liquids. The contractor will provide documentation that the final disposal facility(s) is acceptable to the RI DEM and also by the state where the disposal will occur. This documentation must be secured and the site agreed to by the VA prior to beginning this project. 5.All storm-water structures will be inspected for any contamination with oil or other visible contaminant(s). If a storm-water structure has visible oil or other chemical contamination the contents will be cleaned out and all solids and liquids will be drummed in DOT compliant drums, and labeled for disposal. 6.If there is no visible oil or chemical contamination, the water from the storm-water structure will be collected and stored in a short term storage unit, provided by the contractor. The solids will then be vacuumed and put into a contractor supplied, covered roll-off container. The contractor will locate the roll-off on site at a location approved by the COTR. This container must be covered to prevent collection and accumulation of rain water, while in storage. 7.When the storm-water structures have all been cleaned, a representative sample of the collected liquid will be sent to a certified laboratory for analysis. The sample will be sent for 24 hour turn around, and the analysis will test for the following to verify that the waste is not a RCRA hazardous waste, and to ensure it is properly disposed of: a.RCRA 8 metals (Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Selenium, Silver) b.Additional metals: Copper, Nickel, Zinc c.Total Petroleum Hydrocarbons 8.When the storm-water structures have all been cleaned, a representative sample of the collected solids will be sent to a certified laboratory for analysis. The sample will be sent for 24 hour turn around, and the analysis will test for the following to verify that the waste is not a RCRA hazardous waste, and to ensure it is properly disposed of: a.RCRA 8 metals (Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Selenium, Silver) b.Total Petroleum Hydrocarbons 9.Copies of all lab results will be provided to the COTR in order to document the appropriate disposal option chosen. 10.If the liquid or solid portion of the waste is determined to be hazardous waste, as defined by RCRA, the COTR will be consulted for direction and change order(s). 11. When it has been determined that the solid and/or liquid that has been containerized is NOT a hazardous waste, the contractor will dispose of the solid and liquid phases at the locations agreed upon in item 4. Contractor will provide receipts for disposal, to include actual totals of solids and liquids to document the proper disposal of the material. 12.Quoted price shall include the per diem costs for both the roll off and the liquid on site storage units. 13. For competitive price comparison, include the estimated price for the complete job including 7 days rental of both roll off and liquid storage containers.
