- Pursuant to FAR 16.505(b)(2)(i)(C), the USDA Agricultural Research Service intends to negotiate on a sole source basis, with AKIMA Facilities Management, LLC a six (6) month Firm Fixed Price contract extension of services, with a small IDIQ component for facilities operations, maintenance and administrative support services at the Western Regional Research Center (WRRC) in Albany California. The contractor is required to provide services that includes but is not limited to: Work Management (Routine and Additional), Administrative Services (stockroom, receptionist, mail, vehicle, key control), Facilities Services (housekeeping, painting, grounds maintenance, fire protection) and Utility Services (electrical, telecommunications service and maintenance, plumbing and pipefitting, HVAC/R) effective December 1, 2012. The Contractor is also required to interface with other Contractors onsite. The mission of the WRRC is to solve researchable food and agricultural problems of national scope. WRRC conducts mission­ oriented research directed toward maintaining and improving the healthfulness and safety of the food supply, and enhancing the competitiveness and utilization of agricultural commodities through the development of new, improved plant crops, processes and products which are commensurate with sustainable agriculture and maintain or improve environmental quality. The Contractor is required to provide services to maintain the facility in full support of the research mission. The government is in the process of evaluating offers for a follow-on contract that will contain a base period with four one year option periods. Now that the reorganization is complete, this extension will allow completion of the evaluation process. To that end, it is vital to the research mission of the WRRC that the incumbent continue to provide O&M support. This six (6) month bridge contract is necessary to allow for sufficient time to complete the re-competition procedures for the follow on contract. No other offeror could immediately perform all of the required services within the necessary timeframe and a period of performance of six (6) months is a sufficient timeframe in which to transition a new contractor. Therefore, AKIMA is uniquely qualified as the incumbent contractor to provide continuity of services to ARS. No solicitation will be issued.
