Description
NASA/GSFC is planning to procure spacecraft and optical instrument Leica TM6100A for the Earth, Space Science, and Astronomy Applications. The Leica TM6100A (part number 576 372, item name TM6100A Motorized Industrial Theodolite, and its associated hardware) is compatible with GSFCs current suite of metrology hardware and software. This includes Leica-specific electrical communications protocols, Spatial AnalyzerTM data reduction and uncertainty modeling software, and Leica existing battery chargers. Many of the components and subsystems of these assemblies, the angular alignment tolerances with respect to the spacecraft/instrument coordinate system are tight (i.e., they are measured in arcseconds and arcminutes). GSFC currently uses theodolites for many angular measurements.Theodolites are small, portable, optical metrology instruments that are commonly used for this alignment application in the aerospace industry.GSFC currently relies on a large number of first-order, Leica T-3000 theodolites, which are decades old. NASA HQs intends to issue a Sole Source Procurement to Hexagon Metrology, Inc. to purchase TM6100A Motorized Industrial Theodolite and its associated hardware. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The authority is FAR 6.302-1(a) (2) only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 4:30 p.m. (EST.) on October 22, 2012. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
