- W81XWH-13-T-0021 PRESOLICITATION NOTICE CLASSIFICATION CODE: D SUBJECT: PARTEK GENOMICS SUITE, NODE LOCKED SUBSCRIPTIONS (BRAND NAME OR EQUAL) SOLICITATION NUMBER: W81XWH-13-T-0021 RESPONSE DATE: October 12, 2012 CONTACT POINTS: Matthew Teel, Purchasing Agent, 301-619-2799 This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This requirement is listed as a small business set-aside. The 2012 North American Industry Classification System (NAICS) code is 334614. This code shall be listed in your CCR and ORCA in SAM prior to award. The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the United States Army Medical Research Institute of Infectious Diseases (USAMRIID). The Minimum Essential Characteristics are as follows: Background/Objective: The United States Army Medical Research Institute for Infectious Disease (USAMRIID) seeks to purchase a continued subscription of Partek Genomics Suite (Brand Name or Equal) to be used for analysis of Genomics data. Options: This requirement is for a one (1) year license. However, USAMRIID would like to include the use of option periods. Each period will be for one year, for a total of five years (base year plus four option years) as part of this requirement to be exercised at the discretion of USAMRIID. Minimal Essential Characteristics: For genomics analysis software •· Required Features for Genomics Work: •o Affymetrix GeneChip-compatible for gene expression, exon expression, chromosomal copy number, tiling, and SNP analysis •o Automatically connect to genomic databases and third-party applications, such as NetAffx, UCSC Genome Browser, Ingenuity's IPA. •o For Exon Analysis: import and normalization for exon analysis, exon on gene visualizations, special adaptations of mixed model AVONA to detect alternative splicing, and gene level summarization •o For Tiling Analysis: import from Affymetrix.CEL files and analyze regulation data with HMM Region detection •o Genomic smoothing though HMM, Gaussian, Mean Shift, and Median Smoothing methods •o Needed Requirements for Genomic Visualizations: Genome Viewer, Chromosome Viewer, M vs A plot, Volcano plot, and chip images in the spreadsheet •o Spreadsheet Features •o No limit to the number of rows or columns in the spreadsheet •o Import from flat files, Excel, or any ODBC compliant database •o Data filtering by rows or columns •o Visualization should include scatter plot, histogram, dot plot, intensity plot, star plot, profile plot, box and whiskers, normal and uniform probability plots, Venn diagram, XY plot, and bar chart. •o Image output formats needed: GIF, TIFF, PNG, JPEG, PPM, and SVG •o Statistical Features •o Summary statistics, measures of association •o Data transformations including scaling, normalization, ranks and scores, smoothing, and distance and similarity measures •o Required Parametric tests: one sample t-test, one sample z-test, two sample t-test (equal and unequal variance), ANOVA (N-way, repeated measures, mixed-model, ANCOVA, etc), Survival Analysis •o Required Nonparametric test capabilities: Mann-Whitney, Kruskal-Wallis, Chi-Square, Fisher Exact, McNemar, Friedman, Quade, Kolmogorov-Smirnov, and multiple test corrections for p-values •o Additional analysis methods needed: false discovery rate, principal components analysis, 3-D principal components analysis, multidimensional scaling, correspondence analysis, cluster analysis, similarity matching, predictive modeling, and variable selection, K-nearest neighbor classifier, nearest centroid classifier, discriminant analysis, multi-layer perceptron, and multiple prototype classifiers •o Software Operating Features: •o Supported on Windows 7/Vista/XP/2000 ADDITIONAL INFORMATION Delivery FOB (Destination) BLDG. 1425 PORTER STREET, FORT DETRICK, MD 21702-5711 Product Literature Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product (s) meet or exceeds EACH of the specifications. Quote Limitations This is Open Market RFQ. As such, ALL quotes must be received through Fed Biz Opps (FBO) at https://acquisition.army.mil/asfi/, or via email to Matthew Teel, at matthew.teel@amedd.army.mil to be considered. Installation and Training Installation Instructions and training must be made available to the End User. Invoicing Procedures This requirement will be invoiced using Wide Area Work Flow (WAWF). Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors SHALL be registered with the Central Contractor Registry and have completed its representations and certification completed via SAM.
