Description
Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to increase the contract ceiling by $12.5M on contract number N66001-09-D-0032, awarded to EDO Professional Services Inc., at 2560 Huntington Avenue, Alexandria, VA 22303-1404, citing the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Contract N66001-09-D-0032 provides services related to marine mammals, unmanned vehicle systems, and associated equipment that are used for Fleet mine countermeasures (MCM), force protection (FP) missions, and research/development projects. These services include engineering, logistics, configuration management, program management, research, depot maintenance, system administration, and tactical/strategic planning. EDO Professional Services, Inc. is the only firm that possesses the unique and detailed knowledge of the Underwater Mine Countermeasures (UMCM) system architecture and performance requirements. This action is due to increase in operational tempo and this expertise is critical in ensuring the continuity of uninterrupted support of operations, evaluation, maintenance, training, and sustainment of Fleet UMCM systems in meeting the emergent Office of the Secretary of Defense (OSD) requirements for prototype deployment. If these services are not continued, the Commander Fifth Fleet (C5F) initiative will not be executed as directed by the Chief of Naval Operations (CNO), which would have a significant adverse impact on the directed operational deployment capability. EDO Professional Services, Inc. is the only firm capable of providing the required support services without an unacceptable delay in deployment. The anticipated period of performance will be extended by approximately 60 to 90 days. The current contract will expire on 16 January 2013. The applicable North American Industry Classification Systems (NAICS) Code is 541330. This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 15 days after date of publication of this notice will be considered by the Government.
