Description
The contract will be a 3-year agreement to provide Renewable Energy Credits (REC) to the Department of Labor's Job Corps program. RECs will be purchased for Calendar Years 2012, 2013, and 2014. The successful bidder will provide RECs that meet the criteria in Section III at the lowest cost to Job Corps. The product supplied is Renewable Energy Credits for the Department of Labor's Job Corps program. The amount of electric power to be offset by the RECs is 19,900 MWh for 2012, 28,299 MWh in each of 2013 and 2014. The REC's are to be applied to DOL's 2012, 2013, and 2014 Calendar Years (January 1 through December 31). Different rates for RECs may be applied to each year. Renewable Energy Certifications must be from new renewable energy sources. "New renewable energy source" means the energy source was placed into service after January 1, 1999 from solar, wind, biomass, landfill gas, ocean (including tidal, wave, current, and thermal), geothermal, municipal solid waster, or new hydroelectric generation capacity achieved from increased efficiency or additional new capacity at an existing hydroelectric project. DOL shall retain all renewable energy and non-energy attributes of the REC's. The Small Business Size Standard for an electricy utility provider is $4 million mWh and the NAICS code is 221118. This is a 100% Small Business Set-Aside project. Please submit your Capability Statement composed around the above-mentioned information to Olivia J. Thorpe, Contract Specialist, at thorpe.olivia @dol.gov. You are required to be registered in the www.SAM.gov. The due date for the Capability Statement is 10/23/12 by 2:00 pm.
