Description

Naval Surface Warfare Center, Corona Division, Material Science Code MS00 Defense Utility Energy Reporting System (DUERS) Project requires a complete set of 2013 ASTM standards “ print version. As much as possible we want to tie procedures for the DUERS instruction and Standard Operating Procedure (SOP) to commercially available standards and where possible, to use commercially available standards in all assessments, tests, measurements, and/or verifications performed. The use of commercially available standards leads to knowledge transfer and a reduction of future program risks in applying the products of our DUERS project on a large scale. Additionally, it is law that the U.S. Government integrate commercial standards where possible as part of the National Technology Transfer and Advancement Act. Having access to an entire suite of useful standards in a timely fashion will lead to a more transparent and applicable DUERS instruction and SOP, will help in assessing CNIC energy efficiency measurement and validation issues, and will help give us a head start in updating or writing CIRCUITS instructions and SOPs. The government intends to award a sole-source, firm fixed priced contract to American Society for Testing Materials DBA ASTM International. This procurement is commercial item IAW FAR Part 12. INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT, OR SUBMIT CAPABILITY STATEMENTS.
